Basic function Provides leadership in the areas of proposal preparation, negotiations, and contract administration for complex or major contracts and subcontracts. Advises internal technical clients regarding contracting processes with the Federal government and compliance with government regulations. Advocates for protection of MRIGlobal’s legal and contractual rights and interests in business arrangements and contract agreements. The Senior Contracts Administrator provides technical guidance and mentoring to other associates in Contracts and to the technical staff involved in contract/subcontract management. Nature and scope This position reports to the Manager, Contracts, and provides professional contract administration support and services. Serves as MRIGlobal's primary point of contact with clients’ contracting officers or business/procurement representatives. Interacts with MRIGlobal senior management and technical managers regarding issue resolution that span organizational lines. Performs assigned contract administration activities with limited oversight. Ensures MRIGlobal conformance with contract obligations and applicable law and MRIGlobal's corporate charter, business policies, and practices. Provides leadership and expertise regarding interpretation and application of Federal Acquisition Regulations and procedures, commercial contracting business practices, and MRIGlobal business policy and processes. Actively administers major, multi-year research contracts and subcontracts and the preparation of major/complex proposals. May direct the support activities of other Assistant and Associate Contract Administrators. Interacts with technical managers regarding identification and mitigation of business risks and resolution of contract administration issues. The incumbent in this position must be experienced in negotiation tactics and strategies to minimize risks to MRIGlobal and optimize profit objectives. Local and/or CONUS travel may be required to attend client meetings or to support contract administration, proposal, or training activities in other MRIGlobal offices. This position may office in our Gaithersburg, MD office or at our Kansas City, MO headquarters. Principal accountabilities Financial accountabilities specific to this position: Signature authority for client and operating contracts/subcontracts with an award value of $1 million or less, and for non-monetary contractual agreements to which MRIGlobal is a party. Responsible for identifying financial risks in contract terms and conditions and advising MRIGlobal technical and administrative managers of the risks and mitigation options. Responsible for advising internal technical clients on maximizing profit opportunities in proposals, and negotiating for maximum profit in contract negotiations. Client accountabilities specific to this position: Represents MRIGlobal as the primary contact with client contractual representative(s). Maintains a high level of communication and responsiveness to internal and external clients and achieves professional credibility with all clients. Performs all contract/subcontract administration actions consistent with client contract agreements and applicable laws and regulations. Internal Process accountabilities specific to this position: Demonstrates a comprehensive understanding of the capabilities and responsibilities of the Contracts Department and other MRIGlobal corporate/administrative groups that interact with the Contracts Department (e.g., Purchasing, Accounting, Legal, Property, Quality Assurance, Security). Provides professional expertise to technical staff relative to the mechanics and nuances of MRIGlobal contracting processes. Demonstrates leadership in developing options and solutions regarding business issues within the terms and conditions of MRIGlobal contracts/subcontracts and other contractual agreements. Leverages the expertise of other subject-matter-experts within his/her circle of professional contacts. Administers assigned MRIGlobal contracts/subcontracts; may assign contract administration tasks to Assistant/Associate Contract Administrator(s) and monitor their actions and results. Ensures that contract and proposal files are current and complete with respect to auditable information, both from internal policies/procedures and as required by regulations. Communicates frequently with MRIGlobal project managers regarding contractual issues/topics. Identifies and resolves existing and latent contract problems, anticipates potential risk issues, and initiates corrective or preventive actions. Ensures that contractually required reports, notices, certifications are submitted in accordance with contract terms (e.g., Conflict of Interest, Limitation of Funds/Limitation of Cost, Federal Funding Accountability and Transparency Act reports). Coordinates client requests for information and/or reports with other MRIGlobal administrative departments, as applicable. Ensures that reviews of solicitations and contractual agreements identify non-standard and riskful terms and conditions, and develops options to mitigate or eliminate them. Reviews contractual/legal documents, agreements, proposals, and solicitations to ensure compliance with client requirements, applicable regulations, MRIGlobal policies and procedures, and sound business practices. Prepares thorough, accurate, and complete business proposal materials that are fully responsive to solicitation requirements. Coordinates document drafting and review activities with the proposal manager, authors, and applicable administrative staff. Participates in proposal Green Team meetings to address Contract Department issues with senior management. Acts as the primary MRIGlobal representative, on behalf of assigned technical divisions or programs, in negotiations with clients. Advises MRIGlobal technical and administrative managers on negotiation strategies and objectives based on knowledge of the client. Performs assigned tasks in support of corporate strategic initiatives, internal C&P annual operations plans, findings from internal/external audits, or corrective/preventive action plans. People accountabilities specific to this position: Provides guidance to, and mentors, other associates in the Contracts Section on issues pertaining to proposals, contract administration, negotiations, risk management, and general business policies and practices. Success Factors Demonstrated subject matter expertise with Government and commercial contracting regulations, techniques, concepts, and practices. Understands and follows MRIGlobal business policies and procedures. Applies this knowledge effectively and efficiently in proposal preparations, negotiations, and contract administration activities. Demonstrated abilities regarding the placement and administration of cost reimbursement, time and materials, and fixed-price type government contracts/subcontracts. Demonstrated ability to develop negotiating strategies and to implement them successfully. Demonstrated excellent communication skills (both oral and written); ability to work in a team environment and work effectively with all levels of MRIGlobal and client personnel. Ability to work and respond under constraints of short lead times and stringent deadlines. Demonstrated proficiency with basic features of MS Word and MS Excel software and the ability to learn new business system applications. Ability to travel locally and/or CONUS to attend client meetings or to support contract administration, proposal, or training activities in other MRIGlobal offices. Ability to obtain and maintain a U.S. Government security clearance. Minimum Qualifications Bachelor's degree (B.A. or B.S.) in Accounting, Business Administration, or Finance, and ten years of directly-related experience in Federal contract administration or training in contract law. An MBA degree, professional certification as a Certified Federal Contracts Manager (CFCM) or a Certified Professional Contracts Manager (CPCM), or equivalent certification from the U.S. Government is considered equivalent to two years of relevant experience.
