Mountainland Association of Governments is Hiring a Human Resources Manager Near Orem, UT

Job Summary: The Human Resource Manager is responsible for the successful management of Human Resources at MAG.

Compensation: Grade 16, the range for which is between $53,626 and $82,671 per year depending on experience, education, and certification. Salary will depend on experience and qualifications. Includes a full benefits package of health and dental insurance, Utah State Retirement, long-term disability, paid holidays, sick and annual time accrual, 401k contributions, and more!

FLSA: Exempt.

Schedule:  Full-time, 40 hours per week. MAG office hours are Monday through Thursday, 7:30 am to 6 pm. 

Reports to: The Human Resource Manager reports to the Deputy Executive Director

Duties and Responsibilities:

  • Develop and implement HR strategies and initiatives
  • Bridge management and employee relations by addressing demands, grievances, or other issues
  • Manage the recruitment, selection, and onboarding process of new employees
  • Support current and future organizational needs through the development, engagement, motivation, and preservation of human capital
  • Develop and monitor overall HR strategies, systems, and procedures across the organization
  • Nurture a positive working environment
  • Oversee and manage a performance appraisal system that drives high performance
  • Maintain pay plan and benefits program
  • Assess training needs to apply and monitor training programs
  • Handles discipline and termination of employees along with managerial staff in accordance with policy
  • Oversees employee disciplinary meetings, terminations, and investigations
  • Report to management and provide decision support through HR metrics
  • Ensure legal compliance throughout public sector human resource management
  • Reviews policies and procedures to maintain legal compliance
  • Oversees procurement and implementation of timekeeping and payroll software

Supervisory Responsibilities: No supervisory responsibilities. 

Required Knowledge, Skills, and Abilities:

  • Proven working experience as HR Manager or other HR experience
  • People-oriented and results-driven 
  • Ability to act with integrity, professionalism, and confidentiality
  • Demonstrable experience with Human Resources metrics
  • Proficiency with or the ability to quickly learn the organizational HRIS and talent management systems
  • Proficient with Microsoft Office Suite or related software
  • Ability to architect strategy along with leadership skills
  • Excellent active listening, negotiation, conflict resolution, and presentation skills
  • Competence to build and effectively manage interpersonal relationships at all levels of the organization
  • In-depth knowledge of federal, state, and local labor law and HR best practices
  • In-depth knowledge of public sector human resources is preferred but not required
  • Payroll experience
  • Strong verbal and written communication skills with the ability to present, facilitate and develop clear and concise written communications as well as prepare performance documentation

Education and Experience: 

  1. Bachelor’s Degree in Human Resources, Business Administration, Organizational Development, or closely related field required.
  2. A minimum of five years of human resource experience. 
  3. Current Human Resource Certification (SHRM, HRCI, IMPA-HR etc.) preferred. Preference will be given to candidates that have a current certification.

Physical Requirements: This position requires sitting at a desk or in meetings for extended periods of time, regularly walk and stand, occasionally lift, carry, push, pull or otherwise move objects weighing up to 20 lbs., ability to project a voice for public speaking, attendance at night meetings and irregular working hours, and occasional exposure to high-stress environments. Regularly drives a motor vehicle within Utah, Wasatch, and Summit counties.
