Role Summary: We are looking for a Program Manager to lead cross-functional teams to execute multi-million-dollar locomotive contracts. The role requires coordination with business leaders and senior program managers to deliver projects on time and budget, meeting all contractual requirements, and satisfying our customers. Essential Responsibilities: Create integrated program management plans Manage contract deliverables, develop a program WBS, and coordinate project-related requirements with internal and external customers Develop and manage detailed and harmonized program schedules. Create milestone schedules for proposals. Monitor manufacturing activities and, with the support of the program team, proactively identify and mitigate risks, resolve issues, and otherwise facilitate the progress of work through the manufacturing process Facilitate customer inspections, testing, and overall acceptance of locomotives and contract deliverables. Oversee the closeout of later phase programs Work with senior program managers to: Forecast, manage, and control total program costs including NRE, manufacturing, and logistics costs. Drive revenue, cash, and margin attainment. Develop program financial forecasts. Ensure timely / appropriate program communications, including business letters to customers. Identify, document, and mitigate program risks. Maintain program risk registers. Manage program scope changes and lead efforts to identify, estimate, and negotiate change orders with customers. Successfully close programs and effectively oversee the program transition to the services teams. Capture and communicate lessons learned. Qualifications/Requirements: Bachelor's degree from an accredited university or college Minimum of 2 years of experience in Program Management or a similar role Desired Characteristics: BS/MS in electrical or mechanical engineering or similar PMP certification 5 years of experience in Program Management or Project Management Demonstrated locomotive product line, systems or manufacturing knowledge Experience in leading complex, multi-site, design-build projects Experience in leading locomotive or transit vehicle design and manufacturing projects Experience in providing equipment or services to public transit authorities Strong negotiating ability Strong business and financial acumen Commercial operations / contract management experience Strong oral and written communication skills with the ability to succinctly convey complex concepts or issues; English fluency Strong interpersonal and leadership skills Demonstrated ability to analyze and resolve complex problems Meticulous attention to detail Unrelenting drive for results and continuous improvement Strong competency in Microsoft applications including Word, Excel, PowerPoint and Project Relocation lump sum assistance available if candidate qualifies.
