About Mobile Loaves & Fishes

Mobile Loaves & Fishes (MLF) is a social outreach ministry that has been empowering communities into a lifestyle of service with the homeless since 1998. Founded in Austin, Texas, the organization serves its homeless neighbors through three core programs: Truck Ministry, Community First! Village, and Community Works. Often referred to as the most talked about neighborhood in Austin, Community First! Village is a 51-acre master planned development that provides affordable, permanent housing and a supportive community for men and women coming out of chronic homelessness. We are now embarking on a new phase of community expansion, adding more than 1400 new neighbors over the next 5-10 years.

About the role

The Director of People is an integral part of the Mobile Loaves & Fishes leadership team working in collaboration to support & strengthen the mission, vision, values, and goals of the organization. The Director of People is responsible for several essential human resources strategies and functions related to full cycle recruiting, employee relations, compensations, benefits and payroll, and health safety & law. The Director of People works in collaboration with the leadership team to support employee and organizational development and to enhance the strengths of the Mobile Loaves & Fishes culture.

This is a full-time, exempt position reporting to the CEO. Due to the nature and requirements of the position, hours are somewhat flexible to fit needs, but typically include 8 am-5 pm Monday Through Friday. Some nights and weekends will be required. The Director of People will office at Community First! Village is located at 9301 Hog Eye Road, Austin, TX 78724.

Duties & Responsibilities

Full Cycle Recruitment Efforts

  • Manages full cycle recruitment process and oversees the Applicant Tracking System
  • Assists hiring managers with interviewing and selection process, ensuring compliance with all applicable laws
  • Manages all pre-hire activities, including background checks, drug testing, and reference checks for all employment candidates and interns
  • Manages onboarding new staff with the goal of increasing employee engagement
  • Researches, recommends and implements new methods of candidate recruitment
  • Collaborates with the leadership team to align recruitment, hiring, & onboarding processes to organizational culture
  • Conducts exit interviews with employees leaving the organization to assess the overall success of employment relationship and opportunities for improvement
  • Tracks and analyzes turnover to recommend, develop and implement strategies to improve employee retention
  • Assists leadership team in developing equal employment opportunities and diversity initiatives

Employee Relations Management

  • Collaborates with supervisors on complex matters, including performance management, mediation, and separation in alignment with Mobile Loaves & Fishes values & relational culture; advises on the appropriate corresponding documentation
  • Responds to sensitive employee relation issues; reports issues to appropriate management members; collaborates with relevant members to resolve incidents; work with the leadership team to address organizational wide implications
  • Formulates and recommends human resources policies and objectives regarding employee relations and implements practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation
  • Advises department managers on legal implications of human resources issues related to discipline and employee concerns; advises managers and supervisors in any progressive discipline; monitors the implementation of a performance improvement process with non-performing employees; guides the termination process

Compensation, Benefits & Payroll

  • Establishes organizational wage and salary structure, pay policies, and oversees the variable pay systems including bonuses and raises
  • Leads market research to establish competitive pay practices and pay bands that help to recruit and retain staff; monitors all pay practices and systems for effectiveness and cost containment
  • With the assistance of the Executive team, leads and manages the implementation of benefits plans; obtains cost-effective, employee-serving benefits; monitors national benefits environment for options and cost savings
  • Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention
  • Manages annual benefits renewal process and related Open Enrollment, including the development of benefit orientations and other benefits training
  • Oversees the 401(k) plan, manages the relationship with the third-party administrator, and ensures adherence with all compliance, testing, audit, and reporting requirements
  • Manages all aspects of the payroll process, including supervising personnel involved in payroll and ensuring best practices and compliance with federal tax laws
  • Creates all required payroll-related reports for management, accounting, and external reporting
  • Manages the process for employees' leaves and absences administration

Organizational Development

  • Leads and manages the implementation of policies and guidelines, Human Resources Information Software (HRIS) management procedures, equal opportunity employment programs, and employee records and documentation policies
  • Leads and evaluates performance management and goal-setting process
  • Evaluates the effectiveness of human resource strategies by analyzing and communicating metrics to the CEO and leadership teams
  • Keeps the CEO and leadership team informed of significant problems that jeopardize the achievement of organizational goals, and those that are not being addressed adequately at the line management level
  • Manages employee communication and feedback through such avenues as company meetings, employee surveys, and newsletters
  • Utilizes and identifies technology to enhance and measure the results of human resources programs
  • Supports current and future organizational needs through the development, engagement, motivation, and preservation of human capital
  • Evaluates company structure, job design, and personnel forecasting to make recommendations to executive management
  • Advises and collaborates with the leadership team on company-wide processes of organizational development that address succession planning, workforce development, employee retention, and change management with metrics that support the Mobile Loaves & Fishes' strategic mission, vision, values, and goals
  • Advises and assists in developing and implementing learning, development and training programs
  • Assists leadership in embedding Mobile Loaves & Fish's mission, vision, values, and goals deeply throughout the organization

Health, Safety & Law

  • Oversees health, safety, and wellness initiatives
  • Remains current on all employment law and legislation; advises Executive team of possible compliance issues
  • Leads compliance with all existing governmental and labor reporting requirements including any related to the Equal Employment Opportunity, the Americans with Disabilities Act, the Family, and Medical Leave Act, the Department of Labor, Workers' Compensation, the Occupational Safety and Health Administration, etc.
  • Directs the preparation of information requested or required for compliance with laws, and serves as the primary contact with employment law attorneys and outside government agencies
  • Protects the interests of Mobile Loaves & Fishes in accordance with policies, laws, and regulations

  • Commitment to serving those who have experienced homelessness; personal alignment with MLF's vision, mission, core values, and goals, and guiding principles
  • Passionate and knowledgeable about the nonprofit/social sector
  • Ability to objectively coach employees and supervisors through complex, difficult, and emotional issues while demonstrating an appropriate balance between organization and employee advocacy
  • Ability to tactfully manage complicated relationships, to work positively in stressful situations and to effectively resolve problems or issues using judgment that is consistent with MLF's values, culture, standards, policies, procedures, regulations, and/or government law
  • Knowledge of appropriate laws pertaining to employment, compensation, and benefits, and other related human resources disciplines
  • Possesses exceptional integrity - can be relied upon to act ethically and with a high level of confidentiality
  • Ability to effectively interface with all levels of the organization
  • Ability to think strategically and achieve the organization's goals
  • Highly skilled in verbal and written communications
  • Experience with developing and conducting employee development training
  • Excellent problem-solving skills, strong organizational skills; detail-oriented
  • Confident and skilled in a variety of software programs (e.g., Excel, Word, and Google Workplace & various HRIS platforms)
  • Action Oriented-enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available

Education & Experience

  • Bachelor's degree in Human Resources, Business Administration, or related field required
  • Must have a minimum of eight (8) years of human resources management experience
  • SHRM-SCP or SPHR highly desired

Work Environment & Physical Demands

  • Prolonged periods of sitting/standing at a desk and working on a computer
  • Must be able to lift 15 pounds at times
  • Must be able to frequently move around all phases of Community First! Village property
  • Some nights and weekends required
