POSITION ANNOUNCEMENT

Mid – Columbia Housing Authority

Job Title: Accounting Specialist

Pay Range: $21.30/hr. – $27.89/hr. - MCHA offers a 3% increase in pay for bilingual employees in addition to base pay as well as additional pay differential for longevity of continuous employment with organization.

WORK WEEK: 36 HOURS-Full Time

JOB DESCRIPTION

This position provides vital services to internal employees, program participants, outside investors and a wide array of other stakeholders. This position performs technical work in maintenance, analysis, interpretation and management of financial accounting data within MCHA and CCHC while ensuring compliance with government accounting regulations and procedures. The successful candidate will possess integrity, imagination, financial acumen, and mature judgement as well as administrative, and communication skills. They must have a strong belief in our mission and our work to advance equity.

Job Functions

Finance:

· Process housing assistance payables, ensuring timely issuance of payments.

· Process vendor Accounts Payable.

· Process and assist in tracking Accounts Receivable.

· Issue 1099 forms as required.

· Reviews purchase orders for office supplies and materials, prior to payment.

· Prepare bank deposits of funds.

· Prepare and posts journal vouchers and all other transactions from the cash receipts.

Payroll:

· Process full charge payroll utilizing company online payroll tracking and processing system (Quick Books Online and T-Sheets), including month-end/quarter-end and year-end compliance filings, payroll taxes and other 3rd party contributions.

· Perform other duties as assigned.

Core Competencies

· Demonstrates knowledge of:

· Principles, practices and terminology of general, fund and governmental accounting, methods of financial and internal controls and financial reporting.

· Practical accounting experience and knowledge of Generally Accepted Accounting Principles (GAAP).

· U.S. Department of Housing and Development (HUD), Federal, State and local government accounting regulations and procedures; Authority regulations, policies and procedures.

· Financial planning and control procedures, accounting and budgeting within the housing authority; internal audit systems.

· Ability to:

· Evaluate complex accounting systems and efficiently formulate and install accounting methods, procedures, forms and records.

· Prepare clear, concise and complete financial documents, statements and reports; make accurate arithmetic calculations.

  • Exercises independent judgment and discretion in performing departmental activities including handling difficult situations, maintaining standards, and resolving problems.
  • Understands technical aspects of the position; utilize automated accounting systems; understand and accurately use the Authority's Chart of Accounts.
  • Proficiency using Microsoft Office programs including Outlook, Word, Excel, and PowerPoint as well as online accounting software systems.
  • Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information with internal and external customers.
  • Strong organizational skills including prioritizing, ensuring accuracy, multi-tasking, and handling interruptions appropriately; ensuring assignments are completed in a timely and effective manner.

A plus but not required:

Two years of college level coursework in accounting or business and two years of progressively responsible experience in bookkeeping, accounting, preferably related to governmentally funded accounts, or any equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

PHYSICAL DEMANDS OF POSITION:

While performing the duties of this position, the employee is frequently required to sit, stand, communicate, reach, and manipulate objects, tools, or controls. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 25 pounds. Manual dexterity and coordination are required at least 50% of the work period while operating standard office equipment.

WORKING CONDITIONS:

Most work is performed indoors in an office setting with usual office working conditions at 500 E Second St The Dalles, OR Monday through Thursday 7:30 A.M. – 5:00 P.M. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises. Work may also involve frequent interruptions. Occasional evening meetings may be required. Overnight travel is rare.
