Metropolitan Airports Commission is Hiring a Chief Financial Officer Near Minneapolis, MN

Under the general direction of the Chief Executive Officer, the Chief Financial Officer oversees and manages the Finance & Revenue Development Division, to include the Finance, Purchasing, Commercial Management & Airline Affairs, Risk/Insurance departments and Human Resources & Labor Relations Division, to include the Labor Relations, Employee Development & Engagement, Diversity & EEO, and Employee Relations departments.

Strategic and Operational Planning:
  • Collaborate with Senior Staff to develop and implement strategic direction for the organization, in accordance with MAC’s Vision, Mission and Values 
  • Facilitate collaboration and integration of goals and operations across the organization and within the two divisions. Ensure goals integrate and directly support the MAC’s strategic plan.
  • Identify, develop and execute analysis of business initiatives.
  • Facilitate the development and achievement of MAC’s financial goals and strategies to implement. 
  • Collaborate with the Vice President of Finance and Revenue Development on the annual budget process, identifying and managing funding sources for MAC’s capital improvement plan and managing financial assets.
  • Collaborate with the Vice President of Human Resources & Labor Relations on the overall Total Rewards strategy (compensation, benefits, culture) for both represented and non-represented staff.
  • Direct the debt management strategy including new debt, credit ratings, refunding opportunities and the short-term debt program.
 Policy and Program Development:
  • Oversee the development and implementation of MAC Administrative Policies and Procedures and Human Resources policies. 
  • Inform the Executive Director/Chief Executive Officer of recent developments, needs or problems which may require the establishment of new or revised policies, programs or goals.
  • Develop and recommend to the Executive Director/Chief Executive Officer policies and programs as needed to ensure the safe, efficient and financially responsible management of the Commission’s system of airports. 
General Managerial Responsibilities:
  • Serve as the Commission Treasurer for the organization
  • Communicate with leadership to align and obtain input and feedback on strategies.
  • Provide direction and feedback to the appropriate Vice Presidents regarding strategy on agreements, including airline agreements and collective bargaining agreements.
  • Serve as liaison between the commission and outside entities on Financial and HR matters and/or delegate this role to the appropriate Vice President.
  • Provide guidance on all financial management operations, including financial records and investments, financial reports and analysis, audits and budgets, insurance, payroll, revenue collection and other financial matters.
  • Provide guidance on all Human Resource and Labor Relations operations, including overseeing programs and policies involving individual functional units within the Human Resources & Labor Relations Divisions.
Leadership 
  • Create and maintain a rewarding and productive work environment. 
  • Be engaged in industry organizations. (ACI, AAAE etc.)
  • Participate in executive level meetings while offering insights and recommendations.
  • Develop and implement succession management plan for division staff.
  • Work effectively with the Vice Presidents of Finance and Revenue Development and Human Resources, respectively, to direct the activity of division employees, and integrate MAC's Mission, Values, and Strategic Goals into areas of responsibility. 
  • Exercise administrative authority in accordance with MAC Human Resource Policy, MAC Administration Manual, and/or the appropriate collective bargaining agreement. 
  • Hire, develop, recognize, transfer, discipline and discharge employees. 
  • Facilitate effective working relationships among department employees and tenant partners.
  • Hear and adjust employee grievances. 
  • Communicate clear performance expectations and standards to division employees and hold employees accountable to those expectations and standards. 
  • Conduct regular performance review discussions.

 Minimum Requirements
  • Bachelor’s degree in Accounting, Finance, or related business field is required.
  • Ten years of progressive leadership experience in finance and management.
  • Significant experience and a pattern of successful interactions while presenting to or advising executive committees, public committees, or a board of directors.
  • Working knowledge of all controllership functions for internal controls, internal reporting, audit process, budgeting, cash management and payroll, debt/covenant, (Treasury/Tax/Audit) systems.
  • Extensive experience and/or experience leading functions responsible for cash flow management, cost accounting, analysis and financial modeling, budgeting and forecasting.
  • Knowledge of the principles and practices of public administration/management and an understanding of state laws, rules, and regulations as they apply to financial services.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Excellent leadership skills, collaborative work style, and relationship-building skills.
  • Proven track record of building and developing exceptional teams, managing a variety of functions and designing innovative strategies and executing tactics to achieve growth objectives.
  • Experience building collaborative relationships and influencing/negotiating positive outcomes with internal and external stakeholders.
  • Valid drivers’ license.
  • Pass a credit background check.
 Desirable Requirements
  • Experience in public finance and administration within a medium or large United States airport.
  • Experience in airport management or aviation.
  • Certified Public Accountant (CPA) designation. 
  • MBA or other advanced degree.
