Role Summary
MetaPhase Consulting provides the United States Agency for International Development (USAID) Office of the Chief Information Officer (M/CIO) with Project Management Office (PMO) oversight and management support services to include technical expertise as requested for infrastructure and software development projects.

In support of multiple IT projects, MPC is seeking a System Engineer with demonstrated expertise in systems engineering disciplines and System Development Lifecycle (SDLC) methodologies. Candidates must have a wide depth of IT knowledge to quickly ramp up to understand and implement associated technologies. The ability to be customer-facing and convey technical information to business audiences.

Basic Qualifications (Required) 

• A minimum of 8 years or more with 5 years of direct experience in federal IT 
• Design / Architect experience with AWS or Azure including IaaS, PaaS, SaaS services 
• Basic understanding of PKI
• Scripting / Automation skills 
• Deep understanding of cybersecurity
• Ability to obtain a Secret clearance; U.S. Citizenship required (preference on candidates with an active Interim or Secret clearance and above)

Essential Responsibilities

• Create/review/deliver documentation that includes the following:
  • Technical Architecture Design
  • Interface Control Documentation
  • Non-Functional Requirements (NFRs) 
  • VSTS Process Flow, Environment Management Plan, Network Topology Diagrams, and Code Migration Process Flow Diagrams 
  • Test Plans and Test Summary reports
  • Proof of Concepts and Analysis of Alternatives

• Perform Security and Performance Reporting/Analysis
• Perform Gap Analysis of technical requirements and potential solution sets 
• Manage/Submit Sprint Reporting in Azure DevOps 
• Validation of system/design documentation

Minimum Bachelor's degree in Information Technology or related field (Masters Preferred)
