MBP is Hiring a Program Manager Near Jacksonville, NC

Overview

SUMMARY:

Team leader for group of 8-10 embedded consultant professionals supporting $2.7B military construction portfolio in eastern North Carolina. Serve on behalf of the NAVFAC client as the senior programmatic manager monitoring all aspects of construction to improve performance across cost, schedule, safety, and quality. Work daily with the Navy Officer in Charge of Construction (OICC) Operations Officer to ensure program execution performance by best practices and programmatic risk analysis. Serve as the MBP production manager principal for all contracted support, responsible for all personnel issues, time keeping, work performance and deliverables quality.

EXPERIENCE/CERTIFICATIONS:

  • PE/RA or CCM or PMP is required; all are highly desirable.
  • 15 years minimum personnel management experience in an engineering, architectural, or construction firm.
  • 10 years minimum experience preparing and delivering briefs to senior executives.
  • 12 years minimum experience in construction program and/or project management with at least one program exceeding $500M.
  • 5 years minimum AE or construction experience on DOD projects.

Responsibilities

DUTIES:

  • Program performance monitoring to include validation of program performance and reporting through cost and schedule analysis.
  • Programmatic risk identification and mitigation strategy development to improve perform to plan (P2P) across cost, schedule, safety, and quality
    • Forecasting trends for proactive assessments and risk mitigation COAs
    • Confirm incorporation of risk-based decisions into program/project execution
  • Programmatic schedule integration and schedule management to ensure P2P
  • Personnel management and development to ensure effective, efficient, and quality performance and deliverables.
    • Validate personnel expertise/experience qualifications meet government needs ii. Validate sufficient and properly trained personnel on board to ensure P2P.
    • Validate personnel recognize the scope of their duties before commencing work
  • Preparation and presentation of high-level progress reports and briefs on overall program P2P success. Governance Briefings Development
  • Develop and maintain the Program Performance Report and Dashboard
    • Displays graphical and narrative programmatic WIP and Schedule status updates and trends
    • Program risk analysis report with mitigation strategies
    • Program/Project financial status updates
    • Includes Key Performance Indicator (KPI) tracking and trends
  • Program Common Operating Picture Product
    • Integrated program schedule tracking
    • Integrated program WIP and financials tracking
    • Post award execution metric and KPI tracking
    • Programmatic contingency tracking
    • Programmatic risk identification, report development, and tracking.

ADDITIONAL DUTIES:

Expanded involvement in business development, strategy and forecasting, actively involved with long term development and corporate initiatives. Prepares, monitors and manages budgets, schedules and other management level tools on multiple projects. Maintain registrations and certifications.

Qualifications

EDUCATION/KNOWLEDGE:

A degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university. Detailed knowledge of construction, principles of construction management and project controls, with specialized knowledge in several areas including scheduling, cost estimating, documentation, contract administration, construction techniques. Knowledge and demonstrated experience in personnel and project management, budgeting, leadership, training, and business development.

SKILLS AND ABILITIES:

  • Excellent executive level writing and brief preparation skills with the ability to effectively communicate ideas to senior leaders at all levels of authority.
  • Proactive in obtaining critical information from multiple stakeholders to effectively assess programmatic risk and develop mitigation strategies that improve performance across cost, schedule, safety and quality.
  • Ability to read and interpret contract documents with emphasis on performance schedule and risk analysis to ensure multiple contractors perform to plan (P2P).
  • Ability to lead, guide, motivate, and coordinate the work of professionals in a matrix organization (one in which there are multiple reporting relationships) and utilize effective, constructive, employee and team feedback for the purpose of improving performance.
  • Leadership expertise to assimilate contracted, civilian, and military personnel into high performing teams.
  • Expertise to develop creative and technically sound solutions to problems not remedied by standard, pre-defined processes.
  • Expertise in group dynamics, and program / project management tools. h. Advanced programmatic management and leadership skills, such as managing and coordinating multiple multi-million-dollar budgets, schedules, and contracts.
  • Expertise and knowledge relating to program management, design process, construction management, schedule and cost growth control, and project close-out.
  • Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), Primavera, CostWorks, and Success Estimator, etc. Experience with and/or the ability to learn how to effectively use eCMS and other NAVFAC enterprise systems.

ADDITIONAL REQUIREMENTS:

  • Complete the SF-85-P, Questionnaire for Public Trust Positions. Each task order shall establish necessary base/building access requirements.
  • Be a United States citizen.

OTHER REQUIREMENTS:
