The Maryland Department of Transportation State Highway Administration's (MDOT SHA) Office of Highway Development (Baltimore City) is recruiting for a Facilities Program Manager (Transportation Engineering Manager I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this MDOT SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.
This position functions as a Facilities Program Manager responsible for supervising the development of transportation facility projects, including project management and oversight of architectural and engineering design activities for Fund 29 projects for MDOT SHA. This position supervises onsite and remote consultants, as well as MDOT SHA engineering staff. This position is also responsible for overseeing the simultaneous development of multiple transportation facility projects by licensed and non-licensed architects and engineers, project teams, and office teams, including design, project and program management, and construction support.
 
The Facilities Program Manager Specific duties will include the coordination of all architectural and engineering design activities associated with the planning and development of transportation facility projects, including architectural design, space planning, related engineering design (civil, mechanical, structural, electrical, plumbing, fire protection), cost estimates, building codes, project schedules, construction phasing, site design, site access, maintenance of traffic, utilities, agency coordination (federal, state, and local), interpreting and administering the administration’s policies and procedures to develop contract documents, and representing MDOT SHA at meetings with state and local elected officials, community groups, and the general public. This position will also have program management responsibilities related to the design activities for Fund 29 projects, as well as general administrative duties. The goal of this position is to oversee the design and development of transportation facility projects that address project needs and produce sustainable, functional designs.

MINIMUM QUALIFICATIONS:
EDUCATION: Possession of a bachelor's degree in engineering from an accredited college or university.EXPERIENCE:  Seven (7) years of experience in professional engineering. SELECTIVE QUALIFICATIONS: Three and one half (3 ½) years of experience in design or project management for office, commercial, transportation, and/or industrial facilities.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
PREFERRED QUALIFICATIONS:
The ideal candidate will possess the following:
  • Knowledge of the standard design and project management process for facility projects from planning through construction completion.
  • Ability to manage multiple concurrent projects of varying degrees of size and complexity.
  • Experience developing or reviewing cost estimates and completing bid analysis; development of design schedules for multiple projects; expert knowledge of building design and associated codes and requirements. 
  • Knowledge of the required permits, commissioning, utility coordination, survey site development, fire and safety systems, HVAC, space planning, and sustainable/LEED design.
  • Excellent communication skills, written or oral and negotiation skills.
NOTES:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.2. Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.3.
