Monthly Salary: $8,506 – $10,339*

THE POSITION

Under administrative direction of the Court Executive Officer or designee, the Information Technology Manager is to plan, direct, organize, develop, maintain, and manage the Information Technology Division. This position serves at the will of the Court Executive Officer.

SUPERVISION EXERCISED

Exercises direct supervision over lower level staff.

IMPORTANT AND ESSENTIAL DUTIES

  • Plans, organizes, directs and manages the information technology functions, operations, and resources of the court’s technology and information infrastructure, systems, applications and related components.
  • Performs supervisory duties, including hiring and training staff, ability to build a team, assigning work, conducting performance evaluations, participating in disciplinary actions and resolving employee grievances.
  • Develop and implement in consultation with the Court Executive Officer or designee short- and long-range information technology strategic plans and priorities for the court.
  • Participates in the development and administration of the Court’s technology budget including the monitoring of technology related expenses, grants, contracts, and partnerships.
  • Plans, prioritizes, and coordinates the acquisition, implementation, utilization, installation and maintenance of information technology components.
  • Works in collaboration with Court managers/supervisors to successfully implement projects.
  • Works in collaboration with partners, vendors and contractors to successfully implement specific technologies and/or systems required to support the court.
  • Plans, coordinates and oversees implementation of network/communications equipment and systems.
  • Configures and installs information system networks including hardware, operating systems, and software applications.
  • Troubleshoots and supports centralized and disparate audio/video/multimedia systems.
  • Troubleshoots and supports digital signage systems.
  • Identifies and schedules project deliverables, milestones, and required tasks.
  • Performs and documents system security including backup and recovery or directs others to do so.
  • Troubleshoots difficult and complex problems with applications, researches, tests and isolates problems.
  • Maintains professional knowledge in applicable areas and keeps abreast of changes in job-related rules, statues, laws and new business trends; makes recommendations for implementation of changes.
  • Represents the Court when requested by the Court Executive Officer in dealings with the Judicial Council, the County, vendors/contractors.
  • Attends training as offered and/or directed.
  • Manages and maintains the Court’s website.
  • Manages multiple projects, planned and unplanned events often requiring the incumbent to make rapid and informed decisions.
  • Performs related duties and responsibilities as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Core practices and strategies with regard to managing an Information Technology Department.
  • Principals, practices and methods of enterprise-grade systems/networks and general database administration and maintenance.
  • Current and emerging hardware and software technologies.
  • Network architectures and theory and principles of network design and integration.
  • Principles of project leadership and project management methods, tools and techniques, including preparation and management of detailed project schedules and metrics and change management and control.
  • Disaster planning and recovery strategies and techniques.
  • Principles and methods of efficiently troubleshooting computer hardware, software, and network problems.
  • Managing service providers, vendors, contractors, and consultants.
  • Methods of short and long-term strategic technical planning and monitoring.
  • State and Federal rules and regulations affecting communications and data equipment in a public sector environment.

Ability to:

  • Understand, interpret, explain and apply Court, State and Federal policies, laws, regulations and court decisions applicable to areas of responsibility.
  • Provide leadership in evaluating complex technology strategies and developing approaches that maximize return on investment.
  • Oversee and effectively carry out project management responsibilities.
  • Identify information management issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations.
  • Develop and implement appropriate procedures and controls.
  • Select, motivate, supervise, train, coach, mentor and evaluate staff.
  • Develop project plans specifying goals, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
  • Identify and recommend information technology solutions.
  • Explore, assess, and evaluate new technologies.
  • Communicate clearly and effectively and convey understanding to technical and nontechnical audiences orally and in writing.
  • Keep technical skills current to meet continuing technology assignments.
  • Exercise independent judgment and initiative within established guidelines.
  • Analyze a variety of personnel matters, define problems, and make appropriate recommendations.
  • Establish and maintain positive work relationships with others at all organizational levels.

OTHER JOB RELATED DUTIES:

  • Performs related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS:

Experience: Requires six years of increasingly responsible experience in system analysis, systems engineering, database administration and/or analysis, operating systems, network analysis and/or management or a similar field in multi-platform information systems environment including one (1) year of supervisory and/or managerial experience.

OR

Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities, as determined by the Court Executive Officer.

Education:Requires a Bachelor's degree from an accredited college or university with major course work in information systems, computer science, engineering, business administration or related field. Additional qualifying experience may be substituted for the desired education on a year-for-year basis.

LICENSE OR CERTIFICATE:

Possession of, or ability to obtain, an appropriate, valid driver’s license.

BACKGROUND CHECK REQUIREMENTS:

The final candidate will be required to submit to Live Scan Fingerprinting as a condition of employment should an offer be made. In addition, the final candidate will be required to submit verification of identity, citizenship or legal right to work in the United States.

EXAMINATION PROCESS:

An examination for the purpose of appraising the candidate’s education, experience, and personal qualifications will be scheduled for those candidates who meet the minimum qualifications, and may be administered either by a written examination, oral interview, evaluation of education and experience, or any combination of qualifications appraisal determined by the Superior Court Personnel Division to be appropriate. Human Resources may limit the number of qualified applicants eligible to participate in the examination process. The Superior Court Human Resources Division will make reasonable accommodations during the examination process for disabled applicants. EMPLOYEE BENEFITS:

  • 13 paid holidays, plus 1 floating holiday per year.
  • 1 sick leave day per month (unlimited accrual).
  • 2 weeks paid vacation after 1 year, vacation accrual increasing thereafter with years of service (55 days max accrual).
  • 10 days management leave per fiscal year.
  • Membership in the California Public Employees’ Retirement System (CalPERS) pursuant to the provisions of California’s 2013 Pension Reform Act (Act) and CalPERS Regulations. Individuals with current or prior CalPERS membership status or “classic member” will be eligible for an enhanced 2.7% @ 55 retirement formula; employee contributes 8%. Individuals with no current or prior CalPERS membership status and who are defined as “new members” or new employees will be eligible for the 2% @ 62 retirement benefit formula; employee contributes 6.75%.
  • Superior Court participates in the CalPERS Health Benefit Program, and for certain selected health plans, the Superior Court pays 100% of health insurance premium for employee and 50% for either two-party or family coverage.
  • $50,000 Term Life Insurance.
