DESCRIPTION OF WORK

This individual serves as the Physical Evaluation Board Liaison Officer (PEBLO) for the medical treatment facility (MTF) and its geographic area of responsibility. Provides Disability Evaluation System (DES) guidance in accordance with established DoD guidelines, data collection, medical coordination, Service member/commander/stakeholder advising, and procedural work related to Medical Evaluation Board (MEB) processing and Temporary Disability Retired List (TDRL) reevaluations in accordance with applicable instructions, regulations and directives. Liaison support is provided to active duty and Reserve Component (RC) members (Air Force Reserve Component (AFRC) and Air National Guard (ANG)) and commanders on program requirements, military benefits, legal rights, and the appeals process. Coordinates Aeromedical evacuation or other patient travel requirements, fitness for duty determinations, line of duty (LOD) and other program requirements related to the DES. Provides Physical Evaluation Board (PEB) findings to service member and medical staff. Tracks each DES case from referral to final disposition. Guides the Service member throughout the DES process.

DESCRIPTION OF EDUCATION AND EXPERIENCE REQUIRED

Associate Degree in business administration, management or health care organizations from an accredited college or university.

  • Two years’ experience as a PEBLO within the DoD military health system in the last 6 years; or five years’ experience working in a civilian disability program; or two years’ experience as a VA Medical Service Coordinator (MSC).


DESCRIPTION OF EXPERIENCE REQUIRED

  • Ability to plan, organize, and manage functions and staff within an MTF to meet program objects.
  • Knowledge of the military healthcare organizational structure, major issues, policies, procedures and operations related to the management of the healthcare delivery systems.
  • In-depth knowledge, experience, and training to handle and solve complex cases that arise when addressing fitness for duty or physical disability evaluation issues.
  • Tact, diplomacy, and restraint in counseling and explaining entitlements, benefits, and responsibilities to all customers.
  • Effective interpersonal communication skills to effectively accomplish the IDES process
  • Master of oral and written communication and customer service principles, methods, practices and techniques analytic methods, to include using research tools and statistical analysis and, interpersonal relations practices.
  • Ability to communicate effectively both orally and in writing to motivate, train, and work effectively with a diverse workforce. Must be able to draw realistic conclusions and recommend viable solutions.
  • Ability to gather data from various sources, analyze data, statistical analysis, prepare statistical reports and recommendations for improvements.
  • Skill in applying fact finding, analytical, and problem solving methods and techniques.
  • Knowledge of DES processing regulations, instructions, procedures, and policies to assure timely case processing.
  • Practical knowledge and understanding of the TRICARE program.


DESCRIPTION OF TASKS

The candidate is...

  • Responsible for obtaining, assembling and forwarding all required documents and records for active duty, AFRC and ANG to the Veteran Affairs Medical Service Coordinator, the local MEB, the IPEB, the FPEB and other IDES stakeholders in accordance with regulatory guidance.
  • Ensures LOD processing is accomplished for each IDES case.
  • Provides guidance to all ranks of military personnel from all branches of the uniformed services, retirees, and families of those being processed through the IDES program of their rights, benefits, privileges, or obligations.
  • Coordinates evaluation appointments; schedules follow-up appointments and appropriate referrals related to benefits.
  • Provides guidance and assists the legal next-of-kin on the Service member’s rights and benefits when the Service member is incapacitated or incompetent for pay purposes and unable to manage his/her own legal affairs.
  • Serves as a liaison between the Service member, their respective commander and a multi-disciplinary team of primary care managers, other appropriate health care professionals, medical care case managers, non-medical case managers (e.g., Recovery Care Coordinators (RCC), patient administration personnel, the Office of the Airmen’s Counsel (OAC), the PEB and the Military Department Wounded Warrior Program liaison or advocate.
  • Processes Review-in-Lieu-of (RILO) MEB cases for assignment limitation codes as directed or required by AFPC/DPANM and in accordance with established AF guidance.
  • Receives and responds to inquiries from beneficiaries, DoD Components, other agencies, and various interested parties.
  • Provides guidance on activities with appropriate points of contact throughout the Military Health System (MHS), the line of the Air Force agencies, (i.e. Military Personnel Flights, Comptroller, Air Force Personnel Center (AFPC), Transportation, Aeromedical Evacuation) and the Department of Veterans Affairs (i.e. Veterans Benefits Administration [VBA] and Veterans Health Administration [VHA]) to best meet the member’s needs for information or assistance.
  • Assists in preparing appeals, impartial medical reviews, rebuttals, and coordinates the assignment of Service member’s legal counsel.
  • Updates local program documentation, i.e., patient handouts, training documents, checklists, operating procedures, etc.
  • Maintains and safeguards both hard copy and electronic medical information.
  • Discloses medical information to authorized personnel in accordance with Privacy Act of 1974 and Health Insurance Portability and Accountability Act (HIPAA) guidelines.
  • Assists the medical professional staff and other staff members on the regulatory and procedural aspects of profiling and disability processing.
  • Provides MEB orientation program and on the job training for assigned staff personnel as required.
  • Tracks all assigned cases, analyzes performance against established standards.
  • Monitors/updates cases in VTA or other tracking tool as the case progresses through the IDES process.
  • Analyzes available data using various statistical analytic tools, measuring means, trends, statistical deviations, constructs diagrams, histograms, charts, etc., to convey IDES performance to IDES stakeholders.
  • Provides reports, briefings, training and respond to inquiries from senior leaders.
  • Coordinates patient travel for members opting to appeal to the FPEB.
  • Assures necessary arrangements are made for members to travel on temporary duty status to and from other locations as required.
  • Initiates actions to facilitate Emergency Family Member Travel for Very Seriously Ill and Injured Service members.
  • Advises service member and medical staff on PEB findings.
  • Assists in preparing appeals and rebuttals and coordinates the assignment of legal counsel.

Beneficiary Services Representative (PEBLO): Employees will accomplish training, provided by the MDG. PEBLO training will include: Orientation training, on-the-job training, standardized (Disability Evaluations System) DES annual refresher or continuing education and training to ensure PEBLOs remain current in their understanding and application of DES procedures. Training will be accomplished via computer-based training, monthly (Defense Collaboration Services) DCS teleconference, and ongoing email communications. May be required to travel to San Antonio for (Air Force Medical Service Integrated disability Evaluation System) AFMS IDES training workshop at the Government’s discretion every two years. Training will be in accordance with Warrior Care Policy Training Standards and Performance Objectives Guidebook. Veteran Tracking Application training will be provided by the Veterans Benefits Administration (VBA/DoD Collaboration Team) via DCS training.

1.5.15. Health Requirements: MSS Personnel shall be required to obtain documentation of required medical testing or a report of a physical examination. Employee is required to show proof of immunizations and immunity tests to 23d Medical Group. No Physical Exam is required.

1.5.15.1. Annual Immunizations: MSS Personnel shall be immunized with seasonal influenza vaccine and any other vaccine recommended by Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control (CDC) for health care workers or as specified by the service/MTF as follows: Recommendations/requirements listed in ACP, CDC and AFI 48-105.

1.5.15.1.2. Tuberculosis Screening: The additional immunization/screening requirements for the risk of exposure to tuberculosis (TB) are as follows: A 2 Step TST test is required.

1.6. Quality Assurance: The Government will evaluate the Contractor’s performance under this task order IAW a Quality Assurance Surveillance Plan (QASP). This Government-only plan is primarily focused on what the Government will do to ensure that the Contractor has performed IAW contract performance standards. The Task Order QASP provides a systematic method to evaluate performance to include how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels for each of the metrics identified in Exhibit 1, Performance Requirements Summary. The QASP is created with the premise that the Contractor is responsible for management and quality control actions to meet the terms of the TO while the Government is responsible for quality assurance actions.

1.6.1. Quality Control Plan (QCP): The Contractor shall provide a QCP that outlines the quality control process covering every aspect of the Contractor’s operation under this TO in accordance with contract PWS paragraph 1.6.1 and the Contractor shall submit a Task Order QCP to the Task Order Contracting Officer (TOKO) as outlined in Part 4 and Exhibit 2 of this TO PWS. The TOKO will approve the QCP in writing. The Contractor shall submit changes to an approved QCP to the TOKO for approval throughout the life of the contract.

1.8 Security Investigation Requirements:

The MSS personnel shall complete an SF-85 as well as other applicable forms aredetailed in Part 6 of the TO PWS. MSS Personnel on this task order shall be required to be U.S. citizens. MSS personnel shall complete an OF306 and e-QIP Shell Form and will send to the Contracting Officer Representative NLT 15 days prior to start. OF306 shall be typed and employee shall sign the form. The employee will not begin performance until the required security forms and electronic e-QIP questionnaire are completed. Hard copy SF-85 forms will not be required unless the e-QIP system is down and will be requested by the government. The COR will send copies of the blank forms (OF306 and e-QIP Shell) to the contract company when candidate has been accepted by the 23 MDG. The security appointment will be scheduled on the first day of work. The COR will be the point of contact for security.

1.8.1 MSS personnel will not be able to begin performance until the required forms have been accepted by the Government.

1.8.2 MSS personnel will not be able to perform/continue to perform unless a favorable determination results from the interim or final adjudicated investigation.

1.8.3 The MTF commander will not allow interim access to the base or government computer systems. Instead, the commander will determine whether the employee will be allowed to continue in the position on a case by case basis.

1.8.4 Fingerprints - MSS personnel shall be subject to security processes for fingerprints according to agency regulations and instructions (Army, AF, Navy, and DHA and potentially the VA) as outlined in the task order. Fingerprint appointments may be scheduled prior to start of work and the COR will coordinate with the contract company or the employee if already started work. The government may request a replacement candidate if fingerprint results indicate a record. Employee shall bring their social security card and one Federal/State picture identification to this appointment.
