The positions report to the Human Resources Manager. The Human Resources Generalist performs a variety of professional level administrative, technical and analytical duties in support of the human resources work areas. The positions will be responsible for preparing reports and provide will provide direction to the work of technical clerical staff. The work of the position require confidentiality, accountability and decision making responsibilities. The position provides complex assistance to the Human Resources Manager and may represent the department in the absence of the Senior Human Resources Generalist.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

The Human Resources Generalist is responsible for performing complex professional work within the Human Resources series. The incumbent provides professional advise and counsel to Human Resources Manager, managers, supervisors and staff and performs their responsibilities with a degree of independence and application of experience and judgement.

The incumbent may be required to perform additional or different functions from those set forth below to address business needs and changing business practices of the agency.

  • Provide lead work, direction, and guidance to human resources staff to ensure a high performance, service-oriented work environment which supports achieving departmental and organization mission, strategic plan and objective.
  • Develops, recommends and implements work processes and procedures to streamline department workflow.
  • Explains and reviews personnel policies, procedures, and practices, including disciplinary actions to ensure legal compliance.
  • Attends union/employee hearings; maintains notes and guides supervision in processes.
  • Conducts exit interviews.
  • Works with Training and Development to establish training programs beneficial to all company employees; assist with inter/intradepartmental training programs and activities.
  • Conducts research, analyze data and prepare written and statistical reports and recommendations for a variety of human resources issues and topics; make oral presentations as required; update and revise written directives, rules and regulations and various policies as appropriate.
  • Serve as liaison for assigned departments and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Responsible for ensuring company handbooks are prepared and maintained in accordance with internal and external policies and regulations.
  • Support the Senior Human Resources Generalist with the administration of the Drug/Alcohol Program
  • Administers Tuition Reimbursement Program
  • Oversees the company's Employee Assistance Program and deferred compensation programs.
  • Oversee the Employee Recognition Program
  • Performs other related duties as necessary for the proper management of the department. Complies with all safety regulations as stated in the company safety program, and reports safety-related accidents, incidents, and unsafe work conditions. Attends safety-training programs as required.
  • Attend and participate in professional group meetings; maintain awareness of trends and developments in the field of human resources; incorporate new developments as appropriate into programs.

Qualifications

The Human Resources Generalist is the entry level position. This position is distinguished from the Senior Human Resources Generalist by the performance of the more routine tasks and duties assigned to the position within the series. Although this class is typically used as an entry level class, employees must have prior human resources experience. Advancement to the Senior level is based on the demonstrated proficiency in performing the full arrangement of assigned duties and is at the discretion of management. The Human Resources Generalist must have the ability to work in a diverse environment and to communicate well with all levels of the organization. Have the ability to appropriately handle confidential information. Excellent written and oral communication skills. Proficient knowledge of the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), business office equipment and other applicable computer programs. Must possess and maintain a valid California driver’s license and a safe driving record and be able to travel between the company's two Long Beach facilities.

EDUCATION and/or EXPERIENCE:

The Human Resources Generalist will have a four-year college degree preferably in Human Resources Management, Business Administration, Industrial Psychology or closely related field. One year or more of responsible professional human resources administration experience. Strong analytical and problem solving skills. Good organizational skills and the ability to work independently.

Salary Range: $80,149 - $108,200 per year (Depending on Qualifications)

Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs. At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
