Task Description: Maintenance Control Supervisor

Leads a team in the performance of aircraft maintenance, inspections, and scheduled/unscheduled maintenance. Processes the technical experience to supervise subordinate mechanics and provide technical guidance on maintenance operations on the airframe being supported. Capable of performing, supervising, and inspecting the duties of Mechanic Is, IIs and IIIs. A person in this position maintains repairs and modifies aircraft structures, structural components, and engines of complex to extreme difficulty, maintains and repairs aircraft components including but not limited to flight controls, engines, hydraulics, pneumatics, fuel systems, and mechanical components, and applies technical knowledge of airframe and power plant systems in determining equipment malfunctions and applies technical expertise in restoring equipment condition and operation. This worker also applies professional technical expertise and guidance to solve complex problems by interpreting technical data such as blueprints or manufacturer's manuals. Work typically requires a thoroughly comprehensive knowledge of aircraft mechanical component troubleshooting/repair procedures and replacement of components, a thorough knowledge of aircraft sheet metal/structural modification and repair, and the ability to determine the functionality of non-complex electrical systems. Detailed knowledge of aircraft's unique tools such as test equipment, torque wrenches, dial indicators, micrometers, cable tensiometers, sheet metal brakes, sheers, etc. is required. Must possess the experience and ability to provide technical support to structural/mechanical engineers and customers alike, must possess excellent organizational skills in prioritizing workload to meet aircraft delivery schedule. This worker will be required to make entries in aircraft logs and records and is responsible for providing guidance and technical expertise to lower-level technicians throughout all aircraft modifications and/or maintenance efforts.

Additional Requirements: The Maintenance Controller performs administrative duties using a computer, and other associated equipment within maintenance control. Assigns aircraft to the daily flight schedule. Releases aircraft “Safe for Flight” in accordance with the OPNAV 4790.2 series. Assigns project/priority codes and directs cannibalization actions to meet the unit’s maintenance plan and daily flight schedule. Monitors maintenance schedules for accuracy and completion.

Skill and Knowledge: Shall have the ability to troubleshoot malfunctions in various aircraft systems and be able to perform general Organizational Level maintenance and possess one or more of the specialties of the assigned aircraft below:

Airframe/Structural, Landing Gear, Hydraulic/Pneumatic, Power Plants and related Sub-Systems, Fuel and Air Systems, Hydraulic/Pneumatic Systems, Flight Control Systems, Transmission Drive Systems, Avionics/Electrical Systems and related Sub-Systems, and Aircraft Logs and Records Administration

  • Must be knowledgeable of technical directives, and NAMP programs, and shall be knowledgeable of and understand basic supply procedures.
  • The maintenance Controller shall have experience writing with clarity and technical accuracy, exhibit leadership, and ensure adherence to all applicable policies and procedures.
  • Possess a high degree of expertise in the control and coordination of aircraft maintenance.
  • Thorough working knowledge of applicable maintenance/technical manuals and publications.
  • Thorough working knowledge of aircraft maintenance records.
  • Working understanding of the aircraft and aircraft systems.

Responsibility: Performs requirements in accordance with the procedures established in the PWS. Performs diagnosis and corrective actions, disassembles, inspects, evaluates, and accomplishes necessary repairs, and lays out work according to technical instructions and technical directives. Determines what repairs, modifications, and part replacements are required. May be required to verify work performed by another for which he/she is qualified to perform.

Task Requirements:

  • Performs duties in Maintenance Control and other tasks as directed or assigned.
  • Familiar with duties assigned to personnel within all work centers.
  • Screens completed work orders for correct entries and data. Maintain Aircraft Discrepancy Book (ADB) in accordance with OPNAVINST 4790.2 Series.
  • Schedules aircraft into the maintenance program to ensure maximum availability of assets, and become designated to release all TMS aircraft “Safe for Flight.”
  • Coordinates the daily flight schedule and configuration requirements with duty and applicable work centers.
  • Coordinates and screens Daily/turn-around and special inspections as well as component and hi-time requirements to ensure aircraft are current for the flight schedule.
  • Maintain aircraft and aeronautical equipment to continuously support the assigned readiness posture outlined in the activities plan and daily flight schedule
  • Aircraft maintenance action documentation via logs, records, forms, and electronic means
  • Troubleshoot malfunctions in aircraft structure, landing gear, pneumatic, hydraulic, ventilation and heating, flight surfaces and controls, and powerplant systems.
  • Read and interpret manufacturers' maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine the feasibility and method of repairing or replacing malfunctioning or damaged components.
  • Perform general housekeeping and organization of workstation(s), shop(s), and maintenance facility to provide a clean, safe, and FOD-free environment
  • Perform shift work and/or overtime as required
  • Requisition repair parts, materials, and consumable supplies through the supply system.
  • Provide supervision and direction to aircraft maintenance personnel in carrying out aircraft maintenance functions as required maximizing efficiency and minimizing work hours and errors.
  • Ensure assigned aircraft maintenance work is performed properly and is legibly documented.
  • Monitor and control project materials and maintenance labor expenses with regard to overtime requirements and limitations, according to instructions, plans, budgets, and schedules.
  • Oversee the correct use of tools and equipment required to accomplish assigned tasks efficiently, properly, and safely.
  • Serve as liaison with other departments to ensure proper coordination of support efforts and availability of required information.
  • Ensure work progress is accurately documented on non-routine or routine paperwork including stamps, signatures, and references per local SOPs.
  • Ensure the proper maintenance and control of aircraft visibility work boards, which indicate work remaining and work in progress.
  • Review estimates for all non-routine maintenance documents and communicates any major defects or findings to Management.
  • Initiate and recommend approval of personnel actions including PTO, pay changes, performance appraisals, promotions, transfers, and leaves of absence.
  • Interview, select, and/or recommend the hiring of employees. Provide appropriate training for departmental personnel.
  • Document, report, and investigate all accidents in accordance with established policies and procedures.
  • Ensure adherence to company policies and procedures with regard to all department functions.

Preferred Qualifications:

  • 15 years of Aviation Maintenance Supervisory experience with an HS diploma, or 10 years of Aviation Maintenance Supervisory experience with a college degree.
  • Eight years as a Maintenance Officer or senior maintenance NCO responsible for Naval Aviation Maintenance Program (NAMP).
  • Extensive knowledge of the Naval Aviation Maintenance Program (NAMP) with a minimum of 20 years of experience and 15 years of experience supporting P-3 and/or EP-3E aircraft.
  • NALCOMIS OOMA Familiarization/Naval Aviation Maintenance Control Management Course (Course D/E-555-0053) OR A COMBINATION OF NALCOMIS OOMA Familiarization Course (Course D/E-555 0054) and Naval Aviation Maintenance Control Management Course (Course D/E-555-0040) or equivalent.
  • Basic understanding of general avionics equipment and troubleshooting.
  • Ability to troubleshoot, isolate problems, and repair all P-3 aircraft mechanical, electrical, engine and propeller systems including avionics.
  • Experience with P-3 aircraft in the structural repair, fabrication, modification, and installation of sheet metal parts, items, and assemblies.
  • Experience with P-3 engine turn qualification.

Basic Qualifications:

  • 6 Years Aviation Maintenance Support with a 4-year degree or equivalent;4 Years Aviation Maintenance Support with a Master’s Degree; or equivalent (1-for-1 Equiv. for exempt years of experience.
  • Proficient in Microsoft Office Suite including but not limited to Word, Excel, PowerPoint, and Outlook.
  • Ability to work a flexible work schedule that may include extended shifts, holidays, and weekends and support on-call status 24 hours a day, 7 days a week, 365 days a year.
  • A current U.S. passport accepts a period of time away from the primary work location and complies with mobility requirements.
  • Ability to obtain CBP Secret clearance

Compensation

$100,628.56/year

Other Compensation

Employees will receive a health and welfare fringe benefit of $4.00 for every hour worked.
