Emergency Homeless Assessment and Referral Center

POSITION DESCRIPTION

POSITION TITLE: Mobile Outreach Manager

LOCATION/DEPT: Mobile Outreach – Homeless Services

REPORTS TO: Program Director

FLSA CATEGORY: Exempt

STATUS TYPE: RFT

DEPARTMENT MISSION

To support the full mission of The Salvation Army by providing compassionate, professional service to the families residing at the Emergency Homeless Assessment and Referral Center and the community in a team-focused manner with the entire Emergency Homeless Assessment and Referral Center staff.

OUTCOMES

Mobile Outreach Manager provides consistent stability and safety to the program through direct service to the clients. This individual works on multiple shifts and is responsible for the overall operation and supervision of staff during the shifts worked. This service includes professional interactions, distribution of basic supplies, communicating with donors, service providers and the community, and offering support to the Program Director and Case-managers. This individual is responsible for assisting the Program Director with the completion of designated monthly report to the funding sources. This includes assistance with written and oral communications and while maintaining confidentiality.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Program/Administrative Duties
    1. Manage day-to-day operations of program and staff to achieve specified outcomes. Will be responsible for the ongoing development of and working with new and existing protocol.
  2. Utilizes evidence based practices models such as ACT (Assertive Community Treatment), Trauma Informed Models and Motivational Interviewing.
  3. Provides supervision, training and oversight of staff with the assistance of the Mobile Outreach Coordinators.
  4. Serves as the lead contact, interface with DFSS, 311 staff, and local partnering agencies.
  5. Prepare unusual incident report and/or program violation reports as needed and/or warranted. Distribute to designated personnel.
    1. Inform Program Director and the shift staff of program violations that threaten the life, health, safety intervention (to include emergency services personnel). Contact 911 as needed to immediately address a crisis.
  6. Maintain confidentiality of client information (verbal/written).
  7. Perform data entry and/or report writing of daily and/or monthly demographics and program statistics.
  8. Attend designated training as needed.
  9. Other Duties
    1. Provide assistance in ensuring coordinated efforts with other areas, as assigned.
    2. Attend staff meetings as required.
  10. All other duties as assigned.

REPORTING RELATIONSHIPS

This position reports to the Program Director.

This position supervises the Outreach Workers and Drivers.

In contacts related to this position’s duties, this individual acts as representative of The Salvation Army and its mission.

PERFORMANCE MEASUREMENTS

This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the timeliness, accuracy and completeness of accomplishing assigned goals.

A 30, 60, and 90-day performance review will be conducted. 

EDUCATION/EXPERIENCE

  • Master’s Degree preferred.
  • 5 years’ management experience
  • 2 years’ work experience working with the homeless populations.
  • Valid Driver’s License/MVR clearance required

POSITION LIMITATIONS

This individual will only commit Army resources that have been allocated or authorized.

This individual will keep the Program Director informed on all critical issues relating to their area of responsibility.

This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.

PHYSICAL DEMANDS/WORK ENVIRONMENT

  • This position is required to do light physical work and must be able to walk up three flights of stairs at a time and lift up to 35 pounds. Push and pull objects up to 50 pounds.
  • In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC.
  • The work environment for this position includes an office and community center environment with a high noise level.
  • Must be able to drive to multiple locations.
  • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors. This would include but not be limited to such actions: resolution of conflicts in a positive manner; courteous treatment of staff, clients and visitors; respect of others’ property and person, professional and appropriate communication to and about co-workers, supervisors and subordinates.
