Job Description

YRCI does not enforce a vaccination requirement for our employees. For client-site positions, Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

 

Pre-Solicitation Support / Documentation Support

  • Prepare draft solicitations, Request for Quote (RFQ), Request for Proposals (RFP) and Invitation for Bids (IFB).
  • Design and build draft solicitations, and draft Combined Synopsis and Solicitations using PRISM.
  • Assure draft solicitation includes all appropriate Federal Acquisition Regulation (FAR) clauses, terms and conditions.
  • Recommend and prepare unique terms and conditions as required.
  • Prior to release of solicitation, verify that funds are available and obtain legal concurrence.
  • Release solicitation by electronic posting, email, fax or mail; draft documents shall be approved by the Contracting Officer (CO) and the Contracts Specialist (CS) before being deemed final and released in PRISM.
  • Prepare acquisition and contract file documentation and artifacts for review and approval by the CO/CS; the draft documents shall be completed 10 days prior of the formal review by the Division Director.  Draft documents that are an urgent request and time sensitive in nature, shall follow the direction of the CO.
  • Prepare initial contract files and ensure a copy of the "Pre-Award/Solicitation/Award" checklist is placed in the contract file (the checklist is provided in AI No. 09-5).


Post Award Support

  • Prepare documentation for contract modifications. 
  • Use PRISM to draft modifications to include; incremental funding actions, exercise of options, and de-obligations for awarded contracts.  
  • Monitor contractor compliance with terms of the contract.
  • Assist in the preparation of incentive and award fee determinations.
  • Assist CO and CS in the resolution of performance problems; the Contractor shall not process any contract action or assist in the processing of any action for the company with whom they currently are employed.  

 

Job Requirements
  • Minimum of 4 years Federal acquisition experience, preferably at a GS-12 level 1102 (or equivalency, working as a contractor perform 1102 type functions).
  • Minimum BA/BS degree.
  • Perform market research and related acquisition planning such as cost estimating and project planning, necessary in developing requirements into a coherent acquisition packages.
  • Working knowledge and use of FAR required, with knowledge and use of HUD Acquisition Regulation (HUDAR) supplement a plus.
  • Federal Acquisition Certification- Contracting (FAC-C)/Defense Acquisition Workforce Improvement Act (DAWIA) certification as well as PMI Project Management Professional (PMP) certification preferred.
  • Shall be proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook. 
  • Working knowledge of Acquisition Requirement Roadmap Tool (ARRT) is a plus.
  • Position is at “NACI Public Trust” level, current Public Trust or higher desirable.
