Job Description: We are seeking a skilled International Trade Compliance Manager to join our team. This role is responsible for the on-going support, enhancement and compliance of our global trade compliance program covering Indorama Ventures Integrated Oxides and Derivatives (IOD) business segment. Reporting to the Vice President and General Counsel of IOD, this position will be based in the Woodlands, TX. In addition, the position requires both a high-level understanding of the S4 HANA GTS system and an intimate knowledge of both import and export regulations. What will be expected from you? Manage and support IOD’s expanding Trade Compliance Framework by driving the day-to-day execution of our best in class trade compliance program, procedures, and internal controls. Support the global standardization of IOD’s trade compliance policies, standard operating procedures, and written processes through developing efficient, effective, and appropriate work procedures to support compliance with applicable import and export regulations. Work with Product Design, Development, and Manufacturing teams to identify opportunities for duty and other cost savings, and communicate potential compliance issues and regulatory requirements, while remaining true to the creative direction of the product. Train and educate internal departments and liaison offices in areas related to classification and government regulations that may affect the production and import of products. Work with analysts and subject matter experts to facilitate trade processes, systems, tools, and claims. Work with other departments to help develop the most effective solutions and/or tools to support supply chain decisions. Research trends, pending legislation, etc. to support trade compliance initiatives and cost saving opportunities. Research, review and assign accurate classifications of products and related materials based on the Harmonized Tariff Schedule (HTS) as documented by US Customs and Border protection (CBP), while considering varying interpretations by Customs in other importing subsidiary countries. Ensure corresponding duty rates are used based on the assigned classification. Provide CWC (Chemical Weapons Convention) compliance support through preparation, biannual filing with the Department of Commerce, and when determined, participate in the business unit training and audits. Oversee annual USMCA supplier and product re-qualification along with managing the process of issuing Customer USMCA certificates, including but not limited to, analyzing vendor and bill of materials data to evaluate regional value content (RVC), and managing Certificate of Origin certificates from suppliers. Strong knowledge of HTS classification, valuation, country of origin determination, businesses compliance with Free Trade Agreements, and training relevant personnel to ensure proper documentation is maintained in accordance with regulatory requirements. Perform necessary due diligence to release denied party blocks. Develop and coordinate periodic audits, assessments, reviews and training of trade control systems and practices. Aid IOD’s Global Trade and Customs teams in identifying innovative solutions to review products and ensure IOD Customs Systems rules are configured to ensure compliance. Manage and participate in custom broker, freight forwarder and 3rd party audits, assessments, and due diligence projects. Maintains general recordkeeping requirements in compliance with US CBP regulations and Export Administration Regulations (“EAR”). Other responsibilities assigned by Manager. What are we looking for in the ideal candidate? In depth knowledge of import and export trade control regulations is a must. Experience with HTS Classifications and tariff shift valuation a plus. Strong desire to strategically integrate regulatory requirements into business processes. Able to diplomatically influence business processes and decisions of various groups with competing priorities and limited capacity. Able to communicate in writing effectively and efficiently and verbally. Ability to manage several projects in a time pressured environment. Work requires willingness to work a flexible schedule with some travel. Educational Requirements and Work Experience: Bachelor’s degree required, advanced degree a plus. Preference given to business field related to trade and compliance or technical field with trade and compliance experience. 7-10 years of experience in roles of increasing responsibility in trade compliance function (import and/or export compliance), preferably with an international company with multiple US and international locations. Licensed Customs Broker highly desired. Experience with SAP and GTS required; S4 HANA highly desired. What can we offer you?
