Overview

Title: Senior Recruiter

Reports to: Director, Human Resources

Location: Chantilly, VA

Status: Full-time

Overview:

The Senior Recruiter will lead the ITility recruiting efforts for indirect and direct positions. These responsibilities are, but not limited to, the placing and monitoring of job postings, sourcing and reviewing resumes, screening candidates, setting up interviews and making recommendations to hiring managers. You will also manage the recruiting budget as well as manage outside recruiters and associated cost by monitoring the recruiting process for current and future government contracts.

It is the responsibility of each ITility employee to perform all job requirements in a manner that exemplifies our mission statement and core values. It is the purpose of this and all ITility job descriptions to provide a general description of task and duties and is not all-inclusive of assignment of duties and/or tasks by managers and supervisors and may be revised at any time with or without notice.

Responsibilities

  • Create and manage the recruiting annual budget for the outside recruiting firms and job posting sites
    • Track placement fees
    • Track ad fees
  • Manage and monitor outside recruiting firms
    • Track open positions
    • Track close time for each position
    • Track any replacement positions within the guarantee period
  • Debrief outside recruiters on each position providing in depth knowledge for successful candidates
    • Review Job descriptions and provide detailed information on the tasks and responsibilities
    • Provide Culture Index key staff/leadership requirements for job requirements
    • Review benefit package
    • Review company culture
  • Review all resumes provided by the outside recruiting firms
    • Review rejected resumes with the assigned recruiter to ensure quality candidates
  • Make recommendations for replacing outside recruiting firms that are under performing due to:
    • Under/overqualified candidates
    • Under prepared candidates
    • Lack of candidates
    • Not able to understand the scope of the position
  • Source/research/Interview possible recruiting firms and make recommendations
  • Manage the full cycle recruiting process for position requisitions for inhouse positions
    • Create/manage recruiting annual budget
    • Track posting fees
    • Create job posting
    • Utilize the recommended key staffing/leadership adjectives to attract targeted attributes for successful candidates
    • Assign Culture Index Survey for each position as part of the pre-hiring process
  • Create all job postings for the internal requisitions utilizing Index Culture key staff/leadership requirements for job requirements
  • Post to various job boards, media sites, company career site and networking sites
    • Update as needed
    • Monitor postings
    • Source/review resumes
    • Renew postings
  • Ensure posting is attracting quality candidates
  • Ensure all candidates are tracked in the Applicant Tracking system, including candidates that are presented by outside recruiting firms
  • Conduct Phone Screen interviews with each candidate
    • Provide feedback to the outside recruiter if applicable
    • Advise hiring managers of the results and recommendations for the next step in the interview process
  • Set up the next interview if applicable
  • Send a rejection letter/email to the candidate if applicable
  • Follow up with hiring managers
  • Move forward to next step in the interview process if applicable
  • Send rejection letter/email to the candidate if applicable
  • Send offer letters to candidates
  • Track acceptance or refusal
  • Inform the hiring manage of status
  • Inform the Human Resources Assistant/Admin of a new hire
  • Create a strategic hiring plan for projects out for bid
    • Determine position requirements and number of personnel required
    • Develop a pre-hire plan and process for building a “back log” of potential hires to be assigned when bid is won

Qualifications

  • Bachelor of Science degree in Communication, Marketing or Human Resource Management is preferred, but not required
  • Minimum of 4 years of experience recruiting in a government contracting environment 
  • Minimum of 2 years of experience managing a team of recruiters
  • Strong competency in using applicant tracking systems. Experience using iCIMS is a plus.
  • In-depth knowledge of the federal proposal process
  • Track record of successful recruiting with:
    • In-depth knowledge of interviewing skills and techniques
    • In-depth knowledge of government contracting and hiring practices
    • In-depth knowledge of recruiting job boards ad alternative innovative recruiting methods
    • In-depth knowledge of industry trends and recruiting best practices.

  • Proficient computer competence with a concentration on Excel or other spreadsheet programs 
  • Exceptional candidate relationship management techniques
  • Excellent organizational skills. Detailed orientated and able to handle and prioritize multiple tasks with ability to meet deadlines
  • Self-motivated; able to work independently with little or no supervision
  • Management/Leadership skills
  • Able to make responsible decisions with critical reasoning and analytical abilities. 
  • Able to communicate with all levels of management and staff effectively
  • Excellent verbal and written communication skills
  • Able to understand the overall scope of multiple and various positions and clearly communicate this information to the candidate
