Overview

Title: Program Manager

Location: Huntsville, Alabama

This position is contingent upon award of contract.

SUMMARY

ITility is seeking a Program Manager (PM) to lead the effort to provide the Combat Capability Development Command (DEVCOM) Aviation and Missile Center (AvMC) with an enterprise solution to support information technology (IT) services.

Additionally, this effort will provide DEVCOM AvMC with an enterprise solution for IT materials not otherwise available through mandatory strategic contracting vehicles and will be managed by the AvMC Office of the Chief Information Office (CIO)/G6 and primary support will be provided to this office. This effort will provide the personnel, services, and supplies necessary to enable the full lifecycle of IT support requirements across AvMC.

Responsibilities

The Program Manager will manage all performance aspects of this program and will serve as the Contractor’s authorized interface with the KO, Contracting Officer’s Representative (COR), and Government management personnel.

  • Accountable for formulating and enforcing work standards, assigning contractor schedules, and reviewing work discrepancies.
  • Responsible for supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
  • Ensure cost controls are in place and operating effectively.
  • Manage schedules for projects, events, and deliverables as specified in the PWS.
  • Remain current and well versed in the latest IT technologies to include, but not limited, to, transitioning to cloud architectures, advanced analytics, and virtualized environments.
  • Provide oversight and guidance in the planning, design, implementation and integration of all current and future projects.
  • Provide expertise in managing, developing, collecting, and maintaining formal Army and DoD network configuration and Cybersecurity documentation and have experience with the DoD Risk Management Framework (RMF) processes and DoD Cybersecurity requirements.
  • Provide status information to the KO, COR, and CIO/G6 Management for all costs, schedules, and performance associated with the Task Order and will promptly notify the KO, COR, and CIO/G6 Management of any incidents or risks that negatively affect contractor performance.
  • Remain responsive to incidents identified by the Government, including elevating issues within their chain of command, as appropriate.
  • Contribute to briefings to senior leadership regarding support provided to the AvMC Enterprise to include the preparation of briefing materials.
  • Attend technical working group meetings, automation/efficiency working group meetings, IT working groups, Cybersecurity working groups, architectural and requirements meetings, program management review meetings, helpdesk status meetings, and any related customer support meetings to plan, coordinate, and address AvMC activities. The PM may delegate responsibilities to subordinate personnel who may also interface with Government managers and AvMC representatives on behalf of the Program Manager.

Qualifications

  • B.S. Degree in computer-related field or relevant field and
  • 15 years’ experience of Minimum of 10 years’ executive management experience managing complex programs and leading large teams of personnel.
  • Active Secret Clearance
  • Thorough understanding of the DoD mission, organizational structure, functional responsibilities, and an established professional network within the DoD and/or Federal community.
  • Minimum 5 years’ experience as an IT Project Manager; Prior experience with software projects and IT projects, IT Modernization project experience highly preferred.
  • Prior PMO experience and experience providing support to federal clients.
  • Must have sound knowledge of federal program acquisition and contract management; Having IT acquisition experience is highly preferred.
  • Ability to communicate appropriately with all levels of the organization with ability to effectively transmit, receive, and accurately interpret ideas, and information.
  • Knowledge of effective influencing tactics and strategies; ability to impact decisions within and outside own organization.
  • Ability to manage multiple concurrent objectives, projects, groups, or activities, making effective judgments as to prioritizing and time allocation.
  • Strong organization and planning skills with ability to successfully manage multiple projects simultaneously.
  • Keen ability to take complex data and simplify it for decision making.
  • Excellent critical thinking and highly resourceful with advanced problem-solving, conflict resolution, active listening, and time management skills.
  • Strong emotional intelligence.
  • Self-motivated and proactive.
  • Operational mindset.
