JOB DESCRIPTION

Company Position Title: Systems Administrator III Enterprise Management, Journeyman

(JSSC-ICS-2036)

Agency/Department: Defense Information Systems Agency (DISA) Operations, Joint Staff Support Center (JSSC) / Federal Support Staff

Employment Status: Full-Time

Reports To: JSSC - ICS Team Lead

Job Purpose: Serve on the Integrated Information Management Systems Information Technology Support Services (IIMS-ITSS) contract as an Enterprise Management, System Administration (SA) Journeyman for the JSSC at the Pentagon, Washington DC, responsible for support in managing the functionality and efficiency of multiple JSSC owned/operated systems and providing customer application development/administration supporting systems within the National Military Command Center (NMCC) Command and Control System (NCCS) Operating Environment (OE).

Essential Functions / Responsibilities:

  1. Provide high level, Tier III technical systems administrative support for the NCCS OE, associated systems and custom interfaces and applications supporting JSSC operations to include tasks associated with database administration, data management, network infrastructure management, and software management in production and testing environments
  2. Ability to complete essential system and database administration functions working with a matrixed team of technicians to include both government and contractor, set up and maintain multiple and different versions of UNIX operating systems, supporting tools, middleware, and privilege sets, attend and actively participate in change and configuration control functions, and implement Security Technical Implementation Guides (STIG) in direct support of Information Assurance Vulnerability Management (IAVM)
  3. Analyze diagnostics of applications, system and vendor software, and operate with appreciable latitude in developing methodology and presenting solutions to problems regarding operating system/database management system/application system performance/challenges, administer/execute utilities, system and vendor software; and monitoring and tuning systems/applications within the NCCS OE
  4. Create/Engineer custom applications and or processes to include creating web applications, developing script bases tasks, building custom applications, installing/configuring different applications, and operating and maintaining the custom applications while ensuring version control and providing software packaging and delivery support under the guidance of a Lead
  5. Prepare system architecture and designs including software, hardware, communications and interface requirements and perform systems definition, trade-off and design activities.
  6. Exercise sound independent judgement to review, evaluate, and analyze system designs and prepare, review, and evaluate system documentation, specifications, test plans and procedures, develop methods, techniques, and evaluation criteria associated with obtaining results under this contract; and identify upgrade needs, and anticipate customer requirements by effectively planning, scheduling, and overseeing system upgrades
  7. Conduct analysis of system requirements and components and performs system audits to ensure all intended system functionality, operations and performance requirements are achieved and maintain systems and applications. Provide support when required and support cybersecurity and IA policy efforts to maintain the cybersecurity posture of supported systems, related hardware, and support tools
  8. Interact with both customer and contract leadership relating complex technical issues/solutions in a manner to establish their confidence
  9. Improve the customers operating environment by providing expert support while also maintaining the cybersecurity/IA posture of systems/hardware managed/administered for both JSSC and JSSCs customers assets
  10. Compliance with all safety and security requirements, policies, and procedures; worksite access protocols and updates, training requirements, required certifications, and other duties/projects as assigned

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

This job operates in a professional secure office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, and fax machines. Government or ICS-owned equipment and materials will be maintained in a safe and secure location. While working in a remote office capacity, the position requires a safe and ergonomically sound work environment and to hold ICS harmless for injury to others at the remote location.

Physical / Mental Demands

This is primarily a sedentary role; however, some mobility and filing may be required. This would require the ability to move from one location to another, lift files, open filing cabinets, and bending or standing on a stool as necessary. This position requires the ability to make read, analyze and interpret data for long periods and make decisions in a high-pressure environment.

Position Type/Expected Hours of Work

Full time position working at least 40 hours week to meet the needs to the contract hours requirement. The employee must be available to work during DISA core business hours, 6:30am to 6:00pm Eastern Standard Time, and is expected to work at least 8 hours a day beginning and ending their work day within the DISA core business hours. After hours or work in addition to 40 per week may be necessary.

Travel

Limited travel is expected for this position, less than 10% throughout the year.

Education and Experience:

Required

  1. DoD 8570 Information Assurance Technical Level II (IAT-II) CompTIA Security CE, and
  2. Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline plus 4 years of experience, of which at least 3 years must be specialized experience in administering computer systems, or;
  3. Masters Degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline plus 2 years of specialized experience, or;
  4. 7 years equivalent experience of which 4 years is specialized providing system/database administration support to include customer application development, a degree is not required, or
  5. Equivalent combination of related education and experience may be substituted.
  6. Minimum active Top-Secret Clearance with the ability to be Sensitive Compartmented Information (SCI) indoctrinated

Preferred

  1. CE Certification: Microsoft Certified Solutions Associate (MCSA)
  2. Information Technology Infrastructure Library (ITIL) Version 3 Foundation Certification

Qualifications:

1. Demonstrate technical expertise and comprehensive knowledge in Unix based operating systems to include performing a variety of complex assignments to include being proficient with installation, configuring, managing, monitoring and controlling operating and supporting system software

2. Ability to perform a variety of complex assignments to include analysis of system faults, troubleshooting incidents, and conducting a series of diagnostic tests on both systems and hardware to detect, prevent and resolve problems effectively and efficiently

3. Demonstrated technical expertise and knowledge in small custom application development to include the creation/engineering of applications and or processes using accepted ITIL process for version control, change management, and service delivery

4. Proven experience reviewing and preparing technical documentation, testing and installing software, researching and recommending methods and techniques to improve operations, conducting preventive maintenance, and managing/administering multiple technical projects with varying schedules to achieve optimal operation efficiency

Performance Elements:

  1. Act as the a lead/senior enterprise management system administration expert within the DISA environment; ensure all support is provided in a professional manner 100% of the time; ensure all support is accomplished IAW applicable ICS and customer documentation, policy and procedures and is documented in appropriate documentation or as otherwise directed, 95% of the time; provide systems administration, systems analysis, troubleshooting and integration support for a series of NCCS OE systems and associated tools without the assistance from other team members for normal operations 95% of the time in support of JSSCs mission, and JSSCs customers missions while helping to maintain 98.5% uptime per Service Level Agreement (SLA) requirements
  2. Develop and maintain work-related documentation following ICS, DISA and JSSC provided formats 90% of the time, ensuring 95% accuracy, and meeting deadlines for each delivered item 95% of the time. Review 10% of previously published documentation on a monthly basis and provide updates as necessary in support of system and network certification efforts
  3. Provide technical system/database administrative and customer application support for customers/partners; ensure support is provided in a professional manner 100% of the time; ensure support is documented accurately and accomplished within deadlines 95% of the time
  4. Acquire certifications as required by DoD Directive 8570 and JSSC, complete specialized IA-related training and maintain 100% compliance throughout assignment by actively participating in the Continuing Education programs as required per certification and/or specialized training
  5. Accurately record hours worked in ICS time accounting system each day worked or as otherwise directed by ICS Leadership, with 100% compliance, and provide appropriate inputs to the Weekly and Monthly Activity Reports on time as directed by ICS Task Lead and/or Team Lead, with 100% compliance

Work Authorization/Security Clearance

Minimum active Top-Secret Clearance with ability to be SCI indoctrinated
