Innovative Emergency Mgmt is Hiring a Resource Coordinator Near Helena, MT

Part Time onsite


Position Summary

IEM is looking to bring on a Part Time Resource Coordinator who will be responsible for maintaining a standard database of resources, especially for Disaster Case Managers (DCMs) and for counties that lack Long-Term Recovery Groups (LTRGs). This position coordinates with the State of Montana Disaster and Emergency Services (MT DES), LTRGs when possible, and other organizations with recovery resources to ensure proper referral and linkage through DCMs to address any unmet disaster caused needs of survivors. The Resource Coordinator also conducts research for DCMs to find resources to meet the disaster-caused unmet needs of clients.

In addition, the Resource Coordinator will ensure services focus on the unique requirements of individuals with access and functional needs, including persons with disabilities, older individuals, community members with limited English proficiency, and those living in remote rural areas. The Resource Coordinator will partner with the DCMs, and local, state, and federal entities to ensure that these individuals, and all disaster survivors, have access to the resources necessary for their needs to be addressed quickly and completely.


Primary Location:

  • We are hiring for two positions, each responsible for two counties.
  • Candidates must live within commuting distance of Carbon and Yellowstone counties OR Park and Stillwater counties in the State of Montana.
  • Work will be performed onsite in these counties for the duration of the mission.


Travel Requirements:

  • This position will require work to be conducted onsite in affected counties and may require work on weekends. POV Mileage is reimbursable in accordance with contract conditions.
  • All interested candidates must be willing to work for the duration of the disaster assignment. Assignments typically may last up to 12 months with potential for extension.


Essential Functions:

Working with Disaster Case Managers (DCMs), identify gaps in service delivery and connect survivors with resources in their communities to address their unmet needs. Specific duties may include:

  • Researching and identifying possible sources of services and goods for survivors
  • Coordinating the efforts of Voluntary Organizations Active in Disasters (VOADs), non-profit organizations, and private sector in partnership with local, state, federal, and other emergency management stakeholders to meet the needs of individuals, families, and communities.
  • Conducting outreach to potential partners, including non-profit organizations, faith- and community-based groups, private sector companies, and foundations to determine interest and ability to assist survivors with needed resources.
  • Providing streamlined, comprehensive, and accessible information regarding local, state, and federal programs, policies, public-private connections, and situational awareness to DCMs.
  • Assisting DCMs in providing referrals to disaster survivors with unmet needs in coordination with local, state, and federal Individual Assistance, mass care, and voluntary organizations, and other partners
  • Supporting navigation of the local, state, federal, and voluntary organization supply chain, information-sharing, resource distribution, and other processes
  • Supporting the coordination of donated resources, if necessary
  • Establishing and supporting a Long-Term Recovery Group (LTRG) to bring together organizations with possible resources to collectively address the unmet needs of survivors.
  • Ensuring that resources are accessible to every survivor who requests assistance, regardless of possible barriers such as limited English proficiency and mobility/communication challenges, and that any Access and Functional Needs are addressed.


Minimum Qualifications:

  • Novice level of knowledge of disaster recovery, disaster response, emergency management and associated state/federal legislation with the ability to research and organize data.
  • The ability to write reports, conduct analysis, and prepare/conduct briefings.
  • Novice level ability to use provided document management tools to create, organize, and maintain project documents.
  • Novice level knowledge of standard office procedures and novice computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone /text usage.
  • Strong written and oral communications skills including writing outreach materials and facilitating meetings with team members and partner organizations.
  • Strong ability to work independently with minimal supervision as well as within a team to successfully accomplish objectives under a short deadline.
  • Ability to remain flexible and adapt quickly to changes during assignments.
  • Must be legally authorized to work in the U.S.
  • Must be willing and able to pass a background check as required.


Preferred Qualifications:

  • One (1) year of experience responding to natural, technological, and human-caused disasters in a similar role.
  • Bachelor’s degree in public administration, emergency management, business administration, or related field, and 1 year of relevant work experience OR Associate’s degree plus two years of relevant work experience.
