JOB SUMMARY

To provide the Indian Health Board of Minneapolis' management team with relevant financial data necessary for budgetary and financial decisions. Develops financial procedures and directs their implementation. Responsible for overall supervision of Accounting staff and patient billing staff of the Indian Health Board of Minneapolis.

ESSENTIAL FUNCTIONS

  • Directs the financial affairs of the Indian Health Board of Minneapolis within the scope of responsibility delegated by the Chief Operating Officer.
  • Directly supervises and coordinates activities of employees in the accounting and billing department, ensuring that standard accounting principles are followed in keeping the organizations financial records.
  • Establishes and maintains financial objectives and policies.
  • Manages annual budget process including working with department directors to draw up annual budgets and projections.
  • Manages grant budget development and reporting, including working with department staff to draw up grant budgets and projections.
  • Works with Chief Operating Officer to establish long-range priorities for operations and capital expenditures for the Indian Health Board of Minneapolis.
  • Is responsible for accurate and timely cash flow projections, financial and other reports as required for internal management and government agencies. Monitors cash flow needs and makes recommendations to the Chief Operating Officer.
  • Advises management on desirable operational adjustments due to changes in tax laws.
  • Advises management concerning effects of economic changes upon agency operations.
  • Make recommendations to finance board for banking relationships and account set-up.
  • Keeps abreast of changing regulations relevant to nonprofit accounting, personnel, and taxes.
  • Manage the Annual CPA audit and ensure financial statements are prepared according to Generally Accepted Accounting Principles
  • Maximize the revenue stream from patients and third-party payers, ensuring compliance with Medicare and Medicaid regulations and managed care contractors.
  • Ensure that grant accounting and other funder accounting and reporting requirements are met.
  • Work with agency staff on annual CMS Cost Report, HRSA UDS report, and other financial reporting required.
  • File annual Secretary of State. 340B, SAM filings, and other governmental filings as required.
  • Collaborate with FUHN and MNACH, including monthly meetings.

ADDITIONAL RESPONSIBILITIES

  • Supervises and conducts performance appraisals.
  • Demonstrated ability to train and supervise subordinates.
  • Directs the review of employee timecards for accuracy and availability of leave.
  • Ensures that all receipts and payroll taxes are properly accounted for.
  • Oversees preparation of monthly bank reconciliations.
  • Preparation of monthly, quarterly, and annual financial reports for funding agencies and management.
  • Revise and maintain written accounting procedures.
  • Oversees the preparation of vendor payables for computer generated payment.
  • Oversees that all equipment purchases receive proper documentation.
  • Oversees preparation of payroll.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in accounting or business administration required. CPA preferred.
  • 5 years of supervisory experience of a finance office in healthcare or other related field required.
  • 5 years of healthcare accounting required including experience with healthcare billing operations.
  • Experienced user of Accounting software required. (Abila MIP preferred).
  • Knowledge of FQHC payment provisions and managed care contracting preferred.
  • Experience with capital building projects highly sought.
  • Experience managing Fund Accounting systems, including management of multiple grant accounts; knowledge of federal grant requirements.
  • Thorough knowledge of accepted accounting procedures and principles required.
  • Experience with organization and grant budget preparation and financial management required.
  • Strong knowledge of federal tax laws and guidelines for nonprofit organizations.
  • Excellent organizational and oral and written communication skills.
  • The ability to work with and communicate financial requirements across many skill levels and job descriptions.
  • Knowledge of and respect for American Indian cultures and other cultures served by IHB.
  • Proficiency with Microsoft Office applications, especially Excel, Access, and Project.
  • Knowledgeable of EHR systems, preferably Centricity/Athena.

HIPAA

IHB makes reasonable efforts to limit access to and use of protected health information (PHI) by employees to the minimum necessary performance of assigned duties as outlines in job descriptions. This position is access restricted to PHI needed to carry out health care operations.

PHYSICAL DEMANDS

The work is sedentary. Typically, the employee may sit comfortably to do the work. There may be some walking, standing, bending, carrying of light items and driving an automobile. No special physical demands are required to perform the work.
