Overview

Illuminate Mission Solutions is in search of a Facility Security Officer (FSO)that will support and manage all security functions for the company at our Herndon, VA office. The ideal candidate will have FSO experience working with both DoD and IC customers. As an FSO, you will be responsible for managing all security related documentation, inspections, visitor control, contractor administration from a compliance standpoint, and personnel security on our employees. This role also includes Herndon Facility operational support to include access control, Crisis Management Team Member and building oversight as directed by the Chief Security Officer.

Responsibilities

• Maintenance of all Facility Clearance Related Documents; update and submit to DCSA (as needed); responsible for all aspects of the Facility Security Program
• Ensure the company is compliant with all aspects of the National Industrial Security Program Operating Manual (NISPOM) 32 CRF Part 117
• Experience reviewing and updating DD Form 441-DOD Security Agreement, the SF328-Certificate Pertaining to Foreign Interests, the Key Management Personnel List (KMP) and any exclusion resolutions
• Provide a help desk type support for all employees, managers, and recruiters for security questions and verifications
• Provide support and assistance to company staff and subcontractor personnel at multiple locations
• Comfortable coordinating all actions with the Cognizant Security Agencies (CSA)
• Coordinating Defense Counterintelligence and Security Agency (DCSA) annual reviews, incident reports, suspicious contact reports, and any changes that may affect the facility
• Update and maintain the Facility Clearance profile as needed for compliance using National Industrial Security System (NISS)
• Preparing and executing corporate Standard Practice Procedures (SPP), the insider threat plan, training, and initial and refresher security awareness training
• Manage System Access Requests (SAR) for DISS and NISS
• Track and maintain employee clearances via DISS
• Experience updating and maintaining DISS Net
• Prepare and submit security nomination packages as applicable per contract
• Timely response to CSRs and RFIs as it relates to employees and candidates processing with security
• Conduct collateral briefings and participate in new employee orientation
• Conduct special briefings as required by contracts to ensure auditable paperwork in place
• Coordinate with subcontractor, customers and other government representative on security issues/actions
• Submit/maintain agency badge access and renewal as needed
• Initiate and review personnel security clearances for initial and periodic investigations
• Maintain control logs for classified documents
• Create/send visit requests as required by program/contract
• Process and track Foreign Travel Briefings and annotation in DISS
• Assist with Illuminate Access Control System (ACS) and badging requirements
• Process and track SCI clearances to align with program/contract DD254s
• Prepare and execute sub DD254s
• Coordinate and execute enterprise-wide security awareness program
• Assist Controlled Unclassified Information (CUI) Manager with DCSA program requirements
• Assist with risk assessments on systems intended for use by a program to determine the proper security compliance
• Assist in designing and implementing cybersecurity physical, procedural, and technical security controls
• Assess and mitigate system security threats and risk
• Work closely with IT and Security to achieve and maintain compliance of classified information systems
• Assist with the assessment, mitigation, and remediation of cybersecurity risks and vulnerabilities
• Assist in the performance of IT, physical, and industrial security audits.
• Assists in managing all aspects of Accredited Information Systems (AIS) and understanding of DISA STIGs
• Ensure that personnel are trained on the AIS’s prescribed security restrictions and safeguarding procedures
• Special projects as needed

Qualifications

• Completed DCSA FSO certification for possessing facility
• Bachelor’s Degree or equivalent and five years security related experience
• Previous industrial & cyber security experience
• U.S. Citizenship status is required to receive and maintain active Top Secret security clearance (SCI Preferred)
• Practical knowledge of and experience with DISS and NISS
• Experience with personnel and visitor control
• Demonstrate the ability to communicate effectively both in writing and orally with all levels of staff and outside personnel
• Knowledge of 32 CFR Part 117 and Risk Management Framework (RMF)
• Knowledge of Enterprise Mission Assurance Support Services (eMASS) experience

Preferred Qualifications:

• Recent SIMS experience
• Current or Eligibility for SCI
• 2 years of direct or indirect experience in IT or information security disciplines
• Knowledge of NIST SP 800-53, SP 800-171, and the Cybersecurity Maturity Model Certification (CMMC) 2.0 standard.
