Garrison Energy Center located in Dover, DE, a 309 MW Dual Fuel 1X1X1 Combined Cycle Power Generating facility is seeking a full-time Operations Manager. The Operations Manager serves as a key member of plant management staff. Responsibilities include leading the Plant Operators assigned to plant operations and maintenance. The manager is also responsible for plant production employing sound Safety, Environmental and operating principles within the guidelines of the applicable Power Purchase and Operating Agreement. Participates in the employee selection process and is responsible for implementation of the Plant Operator training and qualification program. Develops and updates plant operating procedures. Administers plant operating budget and identifies areas of production optimization and makes recommendations for production improvement. Responsible for developing and tracking plant budgets using CMMS and other tools.

Work Environment

  • Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties
  • Work in and around areas that include chemical, hazardous materials, and high voltage equipment
  • Requires working extended working hours, varied shifts or 12 hour shifts with weekend and holiday work as required by schedules, workload, and plant conditions. On call status (day and night) may be required
  • Includes working indoors and outdoors

Job Functions:

  • Provide leadership and direct supervision to operations personnel, including regular feedback and coaching as well as developing annual performance reviews and goals
  • Plan, prioritize, manage, and review the work of staff involved in a variety of daily activities and tasks related to the operations and maintenance of generation equipment
  • Manage the optimization modeling program to analyze the output and efficiency of the plant and recommend design or procedural changes to improve the efficiency of the plant
  • Provides guidance and management of all operations, maintenance, notification, regulatory, safety, environmental and document control procedures and identify areas in need of modification or improvement so not to adversely impact plant operations
  • Manage, review, and update the training, qualification and development plans, manuals, and program for the Operations Technician positions
  • Ensure adherence to all environmental, safety and NERC regulations, permits, procedures, and standards.
  • Manage and analyze reporting to measure, monitor, and manage the effectiveness of the logbook and operational optimization program
  • Serve as administrator for the Pi Computerized Operations Tracking and Trending System and manage condition-based monitoring plans and actions
  • Assist with equipment testing, inspections, non-destructive testing, and examination procedures to assure compliance with applicable codes and standards
  • Manage methods for troubleshooting emergent equipment and process issues
  • Assist outage and project scope development and execution with plant staff, contractors, and vendors to ensure plant equipment is prepared for maintenance and return to service activities
  • Manage the water chemistry program, testing, inspections, maintenance, process, and procedures
  • Manage, review, and update monthly operations, regulatory, environmental, safety and plant statistic reports
  • Participate in budget preparation, including capital & major maintenance budgets, preparing cost estimates for budget recommendations, developing, and reviewing cost/benefit analysis and justifications
  • Prepare and review project drawings/specifications, bids, cost estimates and construction management to ensure compliance with OSHA, environmental, federal, state, and local environmental laws, regulations, and standards
  • Provide industry specific operations and maintenance technologies and make recommendations of plant improvements
  • Manage, establish, and maintain the site housekeeping standards
  • Assist with audit preparation documentation, programs and tracking of all findings
  • Assist with tracking of all variable operating and maintenance cost associated with plant operations
  • Provide guidance and training on NFPA 70E guidelines, relay protection and high voltage control systems
  • Provide guidance and training with pertinent OSHA standards as well as industry codes, regulations, trends, and practices including design and equipment
  • Provide guidance and training needed to support engineering, maintenance, and operational task
  • Perform work assignments within other departments and other duties as requested

Education & Experience:

  • Bachelor’s Degree in an engineering discipline with a minimum of two years related experience is preferred. At least seven (7) years technical experience in a production environment will be considered in lieu of a bachelor’s degree with at least three (3) years of directly related experience in an operations management.
  • Combined Cycle Power Plant operations experience, previous work experience in an supervisor or management position in Power Generation; may substitute other industrial operations or related management experience.

  • Knowledge of power plant design, operations and maintenance required
  • Knowledge of electrical, fire, health, safety, environmental, federal, state, and local codes, rules, and regulations

  • Ability to understand and troubleshoot complex mechanical and electrical systems

  • Ability to package ideas and scenarios and present various options to management
  • Ability to effectively work independently or in a team environment
  • Proficient in Microsoft office including Outlook, Visio, PowerPoint, Word, and Excel
  • Preferred familiarity with GE Mark VI and Emerson Ovation control system

Physical Abilities:

  • Physical requirements include possibility of working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting seventy-five (75) pounds.
  • All employees will participate in the Fitness for Duty Program. This program includes a post offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility.
  • Must be able to work in elevated areas, confined spaces and in extreme heat and cold conditions.
