Idaho National Laboratory’s (INL) Business Management group is seeking forward-thinking professionals interested in exploring a career as a Contract Specialist. Our team works an on-site 9x80 located at our Idaho Falls EROB facility with every other Friday off! Responsibilities Include: In accordance with applicable directives, federal regulations (eg. Federal Acquisition Regulations, Department of Energy Acquisition Regulations, DOE Policy Flash, etc.), guidance and approved purchasing system policies, assist in early acquisition planning, acquisition strategy, development of sources, solicit proposals, evaluate proposals, negotiate, award, expedite, and implement changes/modifications via appropriate contracting vehicles to acquire goods and services required for the INL to accomplish its mission. - Upon completion, implement all acquisition related closeout activities and required follow-up. - Determine reasonableness of vendor proposed pricing through the use of recognized analytical techniques (eg. Price Analysis, Cost Analysis, etc.) by the examination of the proposed elements of cost/price. - Maintain detailed documentation to support decisions, conclusions, findings or recommendations. - Acquire and maintain a working knowledge of relevant laws, regulations, policies, standards and procedures. Interpret this set of guidance and directives to specific issues or challenges. - Act as an acquisition advisor to the laboratory programs and sponsors. - Provide support to the implementation of new and changing laws, regulation, policies, standards and procedures. - Provide acquisition support for the issuance of subcontracts and purchase orders of increasing complexity generally valued @ < $650,000.00. More complex transactions will be assigned and will be accomplished with oversight and mentoring from senior staff or Acquisition Management leadership. - Take a lead role in the resolution of problems or challenges and the corresponding development of solutions within applicable rules, laws, regulations, etc. Collaborate with others and/or work within acquisition and cross-functional teams to address challenges, institute improvements and achieve the goals /objectives of the laboratory. - Use computer systems or applications to access, create, edit, print, send, retrieve, or manipulate analytical data, files, or other information. - Use established Integrated Safety Management Systems principles to insure work is conducted safely. - Proactively identifies, promotes and develops plans for new project opportunities. - Typically develops an in depth understanding of one or more specialized acquisition functions such as construction contracting, real property leasing, information management acquisition, etc.

Qualifications:

Minimum Requirements: - Specialist 2: Bachelor's Degree plus 2 years experience; or Advanced Degree plus 1 year experience. - Specialist 3 - Bachelor's Degree plus 5 years, or Advanced Degree plus 3 years.
