POSITION OVERVIEW

This position provides Assistance and Advisory Support (A&AS) to the federal agency client's Protection and Hazard Mitigation Division which focuses on chemical and biological defense in the area of physical protection and hazard mitigation. The Mechanical Engineer will provide scientific and project management support while leveraging U.S. military operational experience to maximize client support for chemical and biological protection and hazard mitigation technology development.

ESSENTIAL JOB FUNCTIONS & DUTIES

  • Provide subject matter expertise in the area of personnel and material decontamination science and technology and other related fields to science and technology managers
  • Determine needs and opinions of warfighters for emerging technologies within the division and conduct presentations of technology developed in the Protection and Hazard Mitigation Division
  • Draft technology transition agreements between the Joint Program Executive Office (JPEO) and Joint Science and Technology Office (JSTO)
  • Assist review of proposals submitted through the Long-Range Broad Agency Announcements for the Joint Science and Technology Office
  • Understand capability gaps and assisting in setting project- and product-level strategy and priorities, and ensure portfolios are responsive and mapped to program goals
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. Instructions may be vague and require independent initiative and background research
  • Create products for both technical and senior leader audiences
  • Review proposals, technical reports, and statements of work to ensure technical validity, evaluate current and emerging protection technologies, and facilitate cross-communication regarding program priorities and courses of action
  • Provide programmatic, logistics planning, and execution support for meetings with the government clients and their performers
  • Monitor funding documentation and other programmatic metrics for within the division
  • Assist with drafting presentations, papers and other programmatic documentation

MINIMUM QUALIFICATIONS

  • Seven (7) years of experience in science and technology program management (a Ph.D. with four (4) years of experience may be substituted in lieu of seven years of experience)
  • Experience in application and analysis of scientific principles for future technologies with applicability to Chemical Biological Radiological Nuclear (CBRN) Protection and Hazard Mitigation
  • MINIMUM Secret clearance active or used within the last 24 months (not suspended or revoked); and eligibility for Top Secret clearance
  • Strong communication skills (written and oral)
  • Strong analytical skills
  • Expert experience with MS Office

EDUCATION AND CERTIFICATION(S) REQUIRED

  • Master's Degree in Mechanical Engineering or related engineering field

HIGHLY DESIRED EXPERIENCE

  • Five (5) years U.S. military experience
  • Knowledge of traditional and emerging chemical warfare agents
  • Knowledge of DoD acquisition policies and DoD Planning, Programming, and Budgeting System (PPBS)
  • Program Management Professional (PMP) Certification from the PMI
  • Experience with the Chemical Biological Defense Program (CBDP)
  • Ph.D. in Mechanical Engineering or related engineering field

WORKING CONDITIONS

  • Work will be performed at the Government-site or prime contractor facility in Lorton, VA.
  • Flex time and some remote work may be available; regular office work hours are M - F (8-hour work day)
  • Remote support for other locations or temporary duty travel may be required occasionally (5 - 10%)
  • Employee must follow customer site guidelines regarding COVID-19 Safety Mandates to include but not limited to social distancing, quarantine, vaccination, and mask wearing, when required. Guidelines will vary by site and local, state, and federal guidelines and recommendations.
  • Ability to lift and carry 25 lbs.
