Chief Facilities Officer

Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. We are a leader in working to end homelessness – and we want you to be part of our team! We are looking for individuals eager to make a difference and willing to enthusiastically commit to join in our vision that homelessness in Santa Cruz County should be rare, brief and non-recurring.

Working under the supervision of the Chief Executive Officer, the Chief Facilities Officer supports the overall mission of Housing Matters by identifying and managing the maintenance, renovation and safety needs of existing Housing Matters facilities and supports the planning, design, and construction of new facilities. Areas of responsibility may include the following areas/departments: maintenance/custodial, fleet management, kitchen, and health & safety.

Hours and Benefits

  • The Chief Facilities Officer is a full-time, exempt position, eligible for medical, dental, vision, 403b, and our generous PTO plan.

Band 6: Executives

$125,466, $131,739, $138,326, $145,242, $152,504, $160,129

Chief Facilities Officer Starting Wage (DOE):

$125,466, $131,739

Preferred Experience/ Education Requirements

  • Bachelor’s degree, Master’s degree preferred 
  • Five to seven years in a management position that includes responsibility for facilities management 
  • Five to seven years of administrative or project management experience within a non-profit organization preferred
  • Previous experience in a shelter, commercial, clinical or healthcare environment preferred
  • Exceptional verbal and written communication skills
  • Principles and techniques of management and training
  • Microsoft Office and Google Suite

Thorough knowledge of:

  • Research, analysis, proposal and bid process management
  • Budgeting, planning, project management 
  • Building and property maintenance, renovations, refurbishments and inspections 
  • OSHA compliance; environment, health and safety. 

Ability to: 

  • Think strategically, anticipate future consequences and trends and incorporate them into organizational planning. 
  • Demonstrate strong management and leadership skills; build relationships and connect with people both individually and in groups. 
  • Communicate clearly and effectively with the CEO, Board of Directors, staff and vendors. 
  • Ensure compliance with Federal, State and Local laws and regulations. 
  • Commit to training programs that maximize individual and organization goals across the organization including best practices in human resources activities. 
  • Ability to work effectively in a fast-paced dynamic environment. 

ESSENTIAL FUNCTIONS:

  • Plans, coordinates and supervises the maintenance, renovation and safety needs of all Housing Matters facility assets 
  • Develops and implements department goals and policies, including short-term and long range strategic and project plans
  • Establishes Maintenance, Custodial and Kitchen Team goals and objectives along with work standards, as a means for evaluating the quality and progress of all ongoing projects
  • Establishes and maintains Health and Safety inspections/drills, policies, procedures, and trainings
  • Provides regular reports to the Housing Matters Executive Team and assists with communications for the public as needed
  • Supports responses to records requests and any litigation regarding the development of facilities and land acquisition
  • Responsible for Housing Matters facility planning (Housing Matters’s Strategic Plan) for both current and proposed facility sites
  • Develop and manage the department budget including expenditure reports development/tracking of purchase orders and tracking of ongoing and project costs
  • Resolves conflicts among contractors, consultants, neighbors, staff and others as applicable
  • Completes, reviews or evaluates business case ROI studies for projects and purchases 
  • Facilitates decision making about planning and construction activities and maintains a calendar including ongoing maintenance, and the phasing of projects 
  • Facilitates site and project design committees 
  • Makes periodic reports as requested by the CEO, for the Board of Directors on the progress of facility planning and/or construction
  • Represents Housing Matters in supervision of consultants and contractors, coordinating activities, ensuring adherence to project timelines, and reviewing project invoices and payments
  • Oversee pre-qualification, bidding and selection process of contractors for Housing Matters 
  • Develops and issues Notices to Proceed, Stop Orders, and Final Acceptance and other directions to contractors
  • Responsible for record keeping of operational costs in conformity with Housing Matters policies and procedures
  • Other tasks and duties that arise from the facility maintenance, planning and construction process
