The Housing Authority of the City of Los Angeles ("HACLA") was established in 1938 by the City of Los Angeles under Resolution No. 1241, playing a critical role in providing housing and opportunities for low-income households. JOB DESCRIPTION

NATURE OF WORK

Under general supervision, performs a variety of professional, technical, and analytical Human Resources (HR) functions primarily in the areas of recruitment and selection, classification and compensation, and salary administration. The position provides responsible administrative support to higher level management staff and performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS STATEMENT – Essential and other important responsibilities and duties may include, but are not limited to the following:

Provides specialized support to the Recruitment Unit in the following areas:

Classification and Compensation 

  • Provides advanced professional level work in the areas of classification, compensation, and salary administration; 
  • Oversees job classification systems; creates, writes, prepares, and updates job descriptions; 
  • Manages, coordinates, and conducts job evaluations, classification studies, and desk audits; reviews and processes reclassification requests and manages related projects; and
  • Assists with compensation analysis and obtaining market data; completes salary studies as assigned and recommends appropriate pay levels.

Recruitment and Selection

  • Coordinates and implements recruitment processes and procedures, including conferring with key stakeholders to ascertain departmental needs, preparing and posting recruitment bulletins, job announcements and other marketing materials, and reviewing employment applications and resumes to identify qualified applicants.
  • Organizes and administers examinations and results, including compiling test scores, preparing eligibility lists, extending job offers, and coordinating follow-up pre-employment screening and testing; 
  • Monitors the hiring process and/or testing processes to ensure efficiencies and adherence to applicable human resources policies;
  • Prepares, maintains, and updates a variety of files and records, including but not limited to vacancy requisitions, transfer requests, recruitment records and files, position control, requisition logs and vacancy reports;

Analytics and Reporting

  • Conducts special studies and statistical analyses including gathering and analyzing data and preparing comprehensive technical reports and recommendations for consideration by management or special committees;
  • Responds to inquiries such as public records request from employees and the public;

Performs other related duties within responsible areas as assigned.

Education and Experience:
Any combination of experience and college education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, or related field;

Experience: Three (3) years of professional-level human resources experience.

Preferred Qualifications:

Experience in compensation and classification analysis highly desired. 

Experience in public sector experience highly desired. 

 Knowledge and Abilities
  • Knowledge of the principles of human resources administration
  • Knowledge of classification and compensation systems in the public sector
  • Knowledge of recruitment and selection, testing and hiring
  • Knowledge of pay principles, job evaluation, and salary administration
  • Knowledge of current principles of record keeping, records management 
  • Knowledge of principles and practices of effective research methods and data analysis
  • Knowledge of problem resolution techniques
  • Ability to perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines
  • Ability to ensure appropriate levels of customer service to achieve expectations and meet objectives
  • Ability to research, collect, and analyze applicable data
  • Ability to maintain accurate and timely records
  • Ability to maintain confidentiality of information and data
  • Ability to communicate effectively orally and in writing
  • Ability to use interpersonal skills to sufficiently exchange or convey information and receive work direction
  • Ability to define problem areas, collect and evaluate data, define and select alternatives, draw conclusions and develop recommendations and develop plans to implement recommendations
  • Ability to establish and maintain effective and appropriate working relationships with employees, other agencies, and the public
  • Ability to work in a diverse community

 HIRING INFORMATION:
 All job offers are contingent upon successful completion of a pre-employment evaluation, which includes: a post-offer medical examination (includes drug and alcohol screening), criminal records check, employment history and education verification, and documentation of the right to work in the United States.
 
Candidates will start at step one of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
