JOB SUMMARY
The Division of Maternal, Child, and Family Health (MCFH) of the Philadelphia Department of Public Health (PDPH) is seeking an experienced program manager to manage its Healthy Start Program. The Healthy Start Doula Program is a free doula home visiting program that provides education and care coordination to pregnant women and families of children under the age of eighteen months. The goal of the program is to lower risk factors associated with preterm birth, low birth weight, infant mortality and poor developmental outcomes. The purpose of the program is to improve health outcomes before, during, and after pregnancy, and reduce racial/ethnic differences in rates of infant death and adverse perinatal outcomes. The Healthy Start Doula Program Manager is responsible for general oversight of the program, including day-to-day operations of the program, and regular communication with doulas to ensure they are managing case responsibilities. The position includes the supervision of 4 community doula case managers and 1 behavioral health specialist.

JOB SPECIFICATIONS
Responsibilities/Duties
  • Matches each participant with a culturally and linguistically concordant doula.
  • Tracks and documents all participant/community doula case manager matches.
  • Tracks and documents all program activities.
  • Prepares monthly reports and assists with fulfillment of other reporting requirements.
  • Oversees orientation and onboarding of new doulas, both to Health Fed and to PDPH-MCFH.
  • Maintains supervision structure, offering both individual supervision with each doula, and group supervision.
  • Assists with, conducts and supervises outreach to potential referral sources.
  • Creates and maintains partnerships to provide program participants with needed supplies, e.g. diapers, wipes, bottles, other baby supplies.
  • Oversees all required trainings to ensure doulas have basic knowledge and understanding of the client population to be served, and service systems they may encounter, including physical and behavioral health services.
  • Seeks out and organizes additional training opportunities for doulas staff as related to Healthy Start procedures and protocols, in accordance with program requirements.
  • Creates opportunities for staff and doulas to meet for peer support and skills- building/professional development workshops/sessions.
  • Assists with grant writing to expand the program when relevant opportunities arise.
Qualifications
Education and Experience:
  • Experience with staff supervision and program management required.
  • Experience with case management programming preferred.
  • Familiarity with Healthy Start program requirements highly preferred.
  • Ability to manage team with diverse levels of experience and expertise.
  • Flexibility, professionalism, and the ability to manage multiple projects simultaneously.
  • Excellent communication and organizational skills, and attention to detail.
  • Ability to interact appropriately and effectively with a wide range of persons.
  • Strong critical thinking skills, excellent English language skills, including composition, grammar, and public speaking.
  • Training as a Birth/Postpartum Community Doula preferred, or willingness to undergo doula training.
Proof of COVID-19 Vaccination Requirement:
•Proof of COVID-19 Vaccination must be produced upon hire.
Work Environment: This is not remote work. The applicant will work from the Health Department offices or other locations as assigned.
Travel: This position will involve fieldwork, with in-person support provided through field visits and attending events at hospitals, community organizations, health fairs, and other outreach response activities.
Physical Demands: This job may require moderate physical effort including lifting materials and equipment of less than 25 pounds, and involves viewing a CRT or VDT screen 50 to 75 % of the time.
