HEALTH DEPARTMENT OF is Hiring a Project Director Near Menands, NY

Bachelor’s degree and eight years of progressively responsible information technology experience in developing large scale systems comparable to the New York State of Health, three of these years must have been managing multiple teams.
The preferred candidate will have successfully demonstrated experience in the following areas:
  • Professional experience managing over 50 staff, including contractors, in a complex IT environment.
  • Professional experience implementing quality improvement and customer satisfaction monitoring programs.
  • Professional experience working in health and human services at a national, state or local level.
  • Professional experience working with Medicaid programs in NY State.
  • Experience in obtaining federal financial participation for projects.
  • Experience in leading contract negotiations with vendor service organizations.
Duties Description
The Project Director will report directly to the Deputy CIO, Division of Systems, Office of Health Insurance Programs and will have ultimate responsibility for the Medicaid non-MAGI and complex populations eligibility and enrollment functionality to integrate with New York State of Health. The incumbent will be responsible for acquisition of adequate resources, contract administration, supporting the scheduling and provision of resources, and will be the Department’s focal point regarding financial and administrative issues and concerns. The incumbent will oversee a group of at least 22 state staff, plus HBITS and other contract staff as well as oversee the contractor’s staff which will number 100 individuals.
Specific duties include:
  • Plans, coordinates and directs all developmental and eventual operational activities of the non-MAGI and complex populations E&E system;
  • Assists in the integration and sunset activities related to WMS (upstate and downstate) related to the non-MAGI populations;
  • Oversees integration of the non-MAGI system with the NYSOH and, as necessary, Integrated Eligibility System program;
  • Provides direction and updates on all Federal documents that need to be produced by the program (i.e. APDUs, Grants, etc.)
  • Directs the QA contractor and ensures compliance with approved QA Plans;
  • Receives and transmits all official correspondence between the contractors and the Department;
  • Signs-off on all project’s deliverables related to areas of oversight;
  • Provides direction and support for IT solutions that enhance the non-MAGI mission-critical business operations to ensure alignment with the existing NYSOH program;
  • Collaborates directly with the executive management and decision makers to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of these non-MAGI and complex populations;
  • Fosters cooperation among state and contractor staff within the Office of Health Insurance Programs;
  • Establishes and nurtures positive relationships with the customer organizations;
  • Attends internal and external meetings with DOH staff, government representatives and outside stakeholders; and
  • Reports to upper management on potential issues and resolution of those issues.
