Task: Reports and Reconciliation , Accounts Receivable BRANCH, CGFS/F/RR/RMICD/ARB

Position: SECRETARY II

Task Purpose:

The Bureau of the Comptroller and Global Financial Services (CGFS), Department of State (DoS), Charleston, SC requires the contractor to provide Administrative support services in the Accounts Receivable Branch. Accounts Receivable manages and collects debts owed to the Department of State. These debts include Federal reimbursable and ICASS agreements, repatriation loans, evacuation loans, emergency medical and dietary assistance loans, travel-related employee debts, salary overpayments, annuity overpayments, fiscal irregularities, medical reimbursements, proceeds of sale, and returned checks for passport services.

Minimum/General Requirements:
  • Superior organizational, oral and written communication skills and the ability to follow directions and have the ability to understand brief explanations of work requirement
  • Interpret and adapt guidelines, including written policies, precedents, and practices, which are not always completely applicable to changing situations.

Functional Responsibility:

  • The contractor will, based on knowledge of the supervisor’s views, compose correspondence on their own initiative about administrative matters and general office policies for supervisor’s approval.
  • The contractor will prepare special or one-time reports summaries, or replies to inquiries, selecting relevant information from a variety of sources such as, reports, documents, correspondence, other offices, etc., under general directions.
  • The contractor will answer incoming calls to the department and transfer debtors to appropriate account manager or assist as necessary.
  • The contractor will document each incoming caller and description of call in the department’s shared Excel spreadsheet located on the OneDrive.
  • The contractor will provide payment instructions and/or advice when passport applicants contact us regarding their returned checks for passport application fees.
  • The contractor will provide general information for repatriation and evacuation loan debtors when necessary, such as payment receipt information, billing cycle dates, etc.
  • The contractor will process credit card payments for passport debtors.
  • The contractor will occasionally take credit card information and process payments for repatriation and evacuation loan debtors in the absence of an account manager.
  • The contractor will assist lead secretary with preparing and mailing follow up debt notifications.
  • The contractor will give appropriate account details when debtors contact us inquiring about a treasury offset, or money that has been deducted from their taxes, social security, or other federal payment, for a debt they have/had with DoS. In the event that the debtor disputes the offset, it’s explained how their dispute will be handled, and a detailed message is taken (This can be extremely time-consuming during tax season due to a much higher call volume and many offset disputes).
  • The contractor will perform other miscellaneous office duties as needed.

Software Systems Utilized:
GFMS, GBI, Microsoft Office, DIS

Period of Performance:
The contractor employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management.

Security Requirements:
All personnel provided under this task order must be able to either possess or obtain a security clearance of Moderate Risk Public Trust to Secret, to be issued by Department of State, Diplomatic Security.Formal Job-Specific Training Requirements:

  • GFMS, FSI Annual Training.
