Description
Under limited supervision, collaborates with community, Hamilton County School System and Hamilton County Parks stakeholders; provides administrative and technical direction to staff; assists in program, event, and project planning and scheduling; oversees work quality and completeness; monitors maintenance and service contracts. This position works closely with the County Mayor’s Office to develop and implement strategies and programs that will improve the quality of life for all residents. The Superintendent must be a highly motivated individual with the ability to work independently and be an effective leader.

This is a Fair Labor Standards Act defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.
Tasks
- Provide administrative support and programming for Hamilton County’s youth development program, in cooperation with the Mayor’s Office and the Department of Economic & Community Development.
- Serve as a liaison between the community and government agencies.
- Serve as primary liaison between Hamilton County Parks and Hamilton County School System.
- Develop programs to connect inner city youth with Hamilton County Parks.
- Oversee the construction of new community outreach infrastructure and the rehabilitation of existing buildings.
- Initiate and maintain a County-led summer work program in partnership with local industry, schools and the city of Chattanooga.
- Conduct needs assessments to identify community outreach priorities and gaps.
- Manage budgets and fiscal reporting for community outreach projects and facilities.
- Develop and maintain relationships with key stakeholders, including government officials, business leaders, and community members.
- Advocate for policies and regulations that support community outreach goals.
- Educate community members about available resources and how to access them.
- Organize community events and workshops.
- Performs other duties as assigned.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of federal, state and county laws, rules, regulations, policies and procedures.
Knowledge of operational management and administrative practices and procedures.
Knowledge of computer hardware, software and peripherals related to area of assignment.
Knowledge of budgetary and fiscal planning, development and implementation.
Knowledge of customer service/public relations practices and principles.
Skill in promoting Outdoor Recreation and Tourism experiential services.
Skill prioritizing, scheduling, delegation, reviewing and achieving goals and objectives.
Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions.
Ability to evaluate and make recommendations for continuous improvement and growth.
Ability to build relationships with internal and external partners and maintain relationships with key stakeholders.
Minimum Qualifications
Ten (10) or more years of direct work experience in youth services, community development, project management, or a related field. A valid driver’s license is also required.
OR
Eight (8) years of direct work experience in business administration, recreation management, or a closely related field, two (2) years of which must be in a lead or supervisory capacity. Must possess a valid driver’s license.
OR
A Bachelor’s Degree in Recreation Management, Business Administration, Public Administration, or a closely related field and four (4) years of direct work experience in business administration, recreation management, or a closely related field, two (2) years of which must be in a lead or supervisory capacity. Must possess a valid driver’s license.
ADDITIONAL REQUIRMENTS:
A Certified Parks and Recreation Professional (CPRP) must be obtained within six (6) months of hire date. Work requires occasional evenings and weekend meetings
PREFERRED QUALIFICATIONS:
Experience working with inner city communities.
PHYSICAL REQUIREMENTS:
Work requires a minimum to moderate amount of physical effort with intermittent typing, sitting, standing, walking, and driving.
