THIS IS A DEPARTMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF HAMILTON COUNTY 911 EMERGENCY COMMUNICATIONS WILL BE CONSIDERED.

The purpose of the Hamilton County Emergency Communications District is provide emergency and administrative support for residents, visitors, and first responders in Hamilton County. Tennessee Code Annotated specifies a Board of Directors is responsible for governing the affairs of the Emergency Communications District (ECD). To accomplish governance, the Board of Directors appoints an Executive Director to serve as the Chief Executive Officer (CEO).

DEFINITION: Reporting to the Board of Directors, the Executive Director will have overall strategic and operational responsibility for the Hamilton County 911 Communications District’s staff, programs, services and the execution of its mission. The Executive Director will ensure programmatic excellence, consistent quality of finance and administration and identify resources needed to achieve strategic goals. The Executive Director will hire, lead, coach, develop and retain a high-performing senior management team; oversee efficient and effective day-to-day operations including hiring and staffing managerial, administrative, technical and operational functions; strengthen and refine all aspects of communications from web presence to internal and external relations; develop and maintain strong relations with the Board of Directors, develop and maintain strong community relations; and establish strategic partnerships nationally, regionally and locally to ensure the quality, timeliness and consistency of services provided.

This is a Fair Labor Standards Act defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.

Tasks

Serves as the Chief Executive Officer (CEO) of the Hamilton County Emergency Communication District and is empowered to plan and organize emergency communication services and infrastructure among District member organizations. Works in concert with the Board of Directors and members of the executive leadership team to foster a cohesive communication environment.

Oversees all activities associated with District consolidation including financial, personnel, facility and equipment integration sufficient to meet short- and long-term service requirements of the District.

Directs the maintenance and operation, functionality and reliability of communication systems, provides operational guidance, serves as primary liaison with related organizations, coordinates with emergency management and response agencies, maintains current knowledge of technical requirements and trends within emergency communication community, and serves as a technical resource to district member organizations.

Responsible for providing strategic, financial, and operational leadership and for implementing the vision and policies of the ECD to become the leader in the emergency communications industry.

Plans, organizes, and oversees the District budget; reviews and approves District hiring, procurement and expenditures, oversees and monitors return on investments, analyzes and evaluates operational effectiveness, directs the development and implementation of District communications infrastructure, facilities, information technology systems and equipment plans.

Develops and administers all policies and procedures governing the operation of the ECD, monitors and evaluates the District’s operational activities, oversees the development and deployment of ECD personnel, manages the development of training and quality assurance programs, human resources management programs and systems.

The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Serves as chief spokesperson for information and media contact; maintains professional affiliations and attends related training, workshops and seminars.

Performs other related duties as assigned.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of federal, state and county laws, rules, regulations, practices and procedures related to ECD operations.

Knowledge of emergency communications systems, services requirements, practices and infrastructure.

Knowledge of the principals and practices of management, supervision, and organizational development.

Knowledge of budgeting, investment, financial management, procurement regulations, processes and procedures.

Knowledge of computer hardware and software, and the use office machines and systems such as telephone, fax, and copy.

Skill in reading, interpreting, understanding and applying related policies and procedures, applicable state and Federal rules and regulations, and ECD policies and procedures.

Skill in the application of accounting, human resources management and procurement principles and standards.

Skill in working under pressure of deadlines, establishing and maintaining cooperative working relationships with District staff, member organizations, and elected officials.

Skill in communicating effectively orally and in the development of written documents, reports, and financial information.

Skill in identifying, establishing and implementing operational standards, policies, and procedures for the department.

Skill in planning, organizing, developing and leading department staff to the achievement of department goals and priorities.

Skill in interpersonal relations and exercising independent judgment.

Skill in effectively communicating in both oral and written form.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A Bachelor’s Degree in Management, Business or Public Administration a closely related field; ten (10) years of extensive experience in Public Safety and/or Emergency Communication services five (5) years of which must be in an advanced supervisory capacity. A valid driver’s license is required.

OR

Fourteen (14) years of extensive experience in Public Safety and/or Emergency Communication services five (5) years of which must be in an advanced supervisory capacity. A valid driver’s license is required.

OR

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position as determined by the Board of Directors.

ADDITIONAL REQUIREMENTS:
Requires a proven track record of success in a leadership position, ability to develop and maintain collaborations and partnerships; ability to lead teams to achieve excellence and efficiency; effective communicator comfortable speaking in public; has an understanding of best practices in the field; and proven ability to hire, train, develop, motivate and lead a service-centered, dedicated team.

Must meet the qualifications of Telecommunicators as specified in Tennessee Code Annotated § 7-86-205:
  • Be a citizen of the United States.
  • Not have been convicted or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor, controlled substances or controlled substance analogues;
  • Not have been released or discharged under other than an honorable or medical discharge from any of the armed forces of the United States;
  • Have such person's fingerprints on file with the Tennessee bureau of investigation;
  • Have passed a physical examination by a licensed physician; and
  • Have a good moral character as determined by a thorough investigation conducted by the ECD.

PERFERRED QUALIFICATIONS:
The required five (5) years of which must be in an advanced supervisory capacity, is preferred to have been within a Public Safety agency. Emergency Number Professional (ENP) Certification or equivalent preferred.

PHYSICAL REQUIREMENTS:
Work requires extensive periods of sitting and walking; occasional lifting, bending, kneeling and stooping to lift objects weighing up to thirty (30) pounds; ability to communicate orally and in writing. Work is performed primarily in internal environments with possible exposure to inclement weather, and varying temperatures. Work requires regular and punctual attendance.
