Guardians of Honor, LLC is Hiring a Business Manager Near Washington, DC

Guardians of Honor (GOH) is a management consulting firm supporting the federal government since 1997 (www.gohnow.com). We are seeking an experienced Business Manager with a minimum of ten (10) years of experience in the government contracting space and experience managing large IDIQ type contract with values in excess of $100M. The Business Manager is responsible for supporting all prime contractor and subcontractor activities related to performance, financials and burn rate, schedules, personnel, training, data requirements deliverables (DRDs) and modifications. The Business Manager shall maintain regular communication with the Government contracting team, Contracting Officer’s Representative (COR), and Government PM (GPM). This position will play a critical role in partnering with leadership to help guide key operational and strategic decisions.

Position Responsibilities

  • Financial Analysis. Must have solid financial analysis, financial reporting and forecasting, accounting, and budgeting experience in a government contracting environment. Prepare and analyze historical and projected financial data in support of long-range planning efforts. Provide financial planning and analysis support for corporate functions to include monthly reporting, variance analysis and explanations, and ad-hoc requests. Maintain current forecasts showing top-line growth trends, incorporating the latest ratios and business metrics so leadership can understand how recent trends are likely to affect the business. Assure alignment of financial management processes with contract, management, performance, and quality control plan reporting needs.
  • Budgeting and Forecasting. Design and implement robust budgets, forecasts, and KPIs that position the contract and company to achieve target profitability and performance. Provide complex analytical support to other areas of the company (as appropriate) to achieve goals and in support of strategic objectives.
  • Contracts Management. Oversees IDIQ contract management and administration team and functions. Demonstrates proficiency in managing a range of contracts administration matters – including task order response and tracking, contract modifications, and compliance with a range of Government policies and procedures. Provides operational and tactical level contracts support to account teams over the entire award lifecycle (NDAs, TAs, proposal, award, subcontracts, modifications ). Conducts reviews of contract actions in all phases of the contract life cycle and develops and implements tactical action plans to address risks and opportunities. Demonstrated experience in managing multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP)
  • Responsible for the overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws for both CONUS and OCONUS performance locations.
  • Ensure Compliance. Assess, implement (as needed), and enforce accounting policies, practices, and procedures for DCAA compliance.

Technical Areas of Expertise

  • Excellent communication, organization, and analytical skills
  • Thorough understanding of Generally Accepted Accounting Principles (GAAP)
  • Understanding of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS)
  • Provide monthly financial status report spreadsheet(s) with specific content by project/task and with contract expenditures, rates, and NF533 reporting of the contract to the Government.

Qualifications

  • Bachelors Degree in Accounting, Finance, Business Administration, or related field – MBA preferred
  • 10 years of professional experience as a finance and contracts manager, or business operations lead
  • 5 years of experience managing finances and contracts within a DCAA-compliant environment
  • Prior experience serving as finance and contracts manager, or business operations lead for complex, multi-task contracts valued at $100M or greater
  • Experience implementing DCAA compliance a plus
  • Experience with government accounting systems, Unanet, PROCAS or similar systems a plus
  • Strong fluency with Excel formulas and functions and familiarity with data query/data management tools, preferred
  • Must be a strong team player with the ability to work independently and experienced working with business stakeholders within a cross-functional matrix.
  • Holds self and others accountable for ensuring that results are achieved; seizes opportunities to produce results without direct supervision; takes action on items beyond formal job responsibility
  • Decision making skills, and ability to challenge, negotiate, and influence
  • Must be a U.S. citizen
  • Must be able to pass a background investigation prior to hire
