Purpose of Job:
The Human Resources Manager (HRM) position will provide leadership and advice in several areas of Human Resources which include employment activities, advising supervisors in all aspects of recruiting, staffing, compensation, performance management while ensuring compliance with employment laws and regulations. The HRM will provide an employee-oriented,high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior, diverse, equitable and inclusive workforce. The HR Manager’s primary focus will be on Recruiting, Sourcing, Staffing and Performance Management and Employee Relations to include employee investigations. The HRM will provide professional expertise and support in the design, development and implementation of the talent review process that is required to achieve GOAL’s aims, goals, that results in the creation of an internal bench of top talent. The HRM formulates partnerships across the HR function to deliver value-added service to Admin, Regional Teams, and employees that reflects the objectives of the GOAL Academy. This position reports to the Senior Human Resources Manager.
Supervisory Responsibilities: This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions on the HR Team.

Team Player in the development and sustainment of GOAL’s Human Resources Team:
Partners with Regional Team Leadership, providing HR guidance as appropriate while providing the best-in-class customer services to all you encounter.
Leads recruiting, staffing and retention meetings with Regional Team Leadership.
Develops, analyzes trends and metrics in partnership with the Regional and HR Team to develop solutions, programs, and policies.
Develops and operates the day-to-day functions of recruitment support for potential candidates focusing on timely and targeted customer service, resources, and connections to help fulfill hiring needs across the state.
Provide professional expertise and support in the design, development and implementation of the talent review process that is required to achieve school goals and results in the creation of an internal bench of top talent.
Collect, analyze, and maintain data gathered to inform targeted leadership development (e.g., succession planning).
Participate in organizational strategic planning and provide leadership for Performance management and Quality Improvement policy development.
Research and assist in the development of Performance Management training programs that focus on enabling the workforce to achieve improvements with priority organizational concerns.
Will collaborate with hiring managers to develop effective sourcing and recruitment strategies that result in customer satisfaction. The HRM will develop effective relationships within the organization and the hiring community to have influence and impact the recruiting process and hiring of qualified staff.
Develop, initiate, and maintain effective programs for workforce retention, promotion, and succession planning.
Provides expertise and participates in initiatives related to educator retention and recruitment throughout the state. Collaborates with external stakeholders and state educator recruitment resources (i.e., CDE, CORE, CASE, CASPA, CDECE, etc.)
Manage the maintenance and execution of the performance management system, including current job descriptions, standards of performance and performance evaluation instruments.
Create and maintain an environment of equal employment opportunity, diversity, and competitive advantage in support of the company's diversity and inclusion strategic plan.
Conduct presentations and training.
Manages and resolves complex employee challenges. Conducts effective, thorough, and objective investigations.
Ensure that organization-wide talent management and Performance Management initiatives are focused and aligned on improving operational and program efficiencies and effectiveness.
Recruit full-time, part-time, temporary, contractual and intern personnel. Assists with the management of full life cycle recruitment (post, source, prescreen, schedule, background, references, offer, onboarding, etc.). Complete hiring process within defined metrics to minimize overall time-to-start. Develop appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
Work closely with the Senior HR Manager to collect and coordinate aggregate data for talent pool and translate those data into insights through data analysis that drives deliberate action plans at the appropriate levels.
Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
Compensation
Help drive all salary survey reviews, competitive market research to establish pay practices and pay bands that help to recruit and maintain superior staff.
Assists in the review of all pay practices and systems for effectiveness and cost containment.
Active participation in at least one job series salary survey per year.
Organization Development
Assists the Senior HRM in the management of our school-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
Assist in the management of employee communication and feedback through such avenues as suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
Assists in the process of organizational planning that evaluates school structure, job design, and personnel forecasting throughout the school. Makes recommendations to the DHR.
Keeps the Senior HRM informed of significant problems that jeopardize the achievement of school goals, and those that are not being addressed adequately at the management level.

Human Resources Information Systems HRIS
Utilizes Human Resources Information Software (Paycom) to the school's recordkeeping and management advantage.
Employee Relations
Recommends Human Resources policies and objectives for the school concerning employee relations.
Partners with management to communicate Human Resources policies, procedures, programs, and laws.
Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
Conducts investigations when employee complaints or concerns are brought forth.
Monitors and advises managers and supervisors in the progressive discipline system of the school. Monitors the implementation of a performance improvement process with non-performing employees.

Minimum Required Knowledge, Skills and Abilities:
Requirements:
Broad knowledge and recent experience in Recruiting, Sourcing, Staffing, Retention of staff; employment law, compensation, Performance Management, Quality Improvement, organizational planning development.
Excellent oral and written communication skills.
Excellent interpersonal and coaching skills.
Demonstrated ability to assist in developing and coaching junior Human Resources staff.
Demonstrated ability to serve as an effective HR Manager to management that provides school leadership and direction.
Excellent computer skills in a Microsoft environment. Must include Excel and skills in database management and record keeping.
Excellent organizational skills.
Ability and willingness to travel to all GOAL Sites.
Education and Experience:
Bachelor's degree in Human Resources or equivalent experience in Human Resources.
6 years of broad HR experience including talent management and performance management.
Recent experience recruiting in multiple discipline areas and levels, including hiring for non-exempt, exempt and leadership positions.
Previous experience in capturing HR related metrics and producing various employment reports.
Experience in all areas of sourcing such as the internet, social media, networking, employee referrals, job postings, as well as conducting open houses and on-site and virtual job fairs.
Experience in working with applicant tracking systems.
Specialized training/experience in Recruitment, Staffing, Employment Law, Performance Management, Compensation, preferred.
Affiliation with Human Resources networks and organizations preferred.
Experience performing workplace investigations preferred.
Experience job analysis, design, and job description development preferred.
Strong Team and customer focus.
