Overview

The Preconstruction Engineer provides leadership and coordination in the purchasing, estimating, scheduling and quality aspects of a project.

Responsibilities

• Purchasing
• Coordinate Owner/GBCo terms and conditions with the front-end documents, transfer risk
• Assist Operations and Purchasing in creation of proper bid packaging strategies
• Identify capabilities of Trade Contractors and current market conditions
• Create recommended bidders lists based upon project/scope
• Conducts well organized Pre-Bid Conferences
• Reviews bid package scope of work
• Track and monitor diverse participation categories included in initial buyout
• Write Recommendation to Award capturing all special conditions for release of liability
• Ability to identify , evaluate and resolve the majority of Trade Contractor issues
• Successfully negotiate common boilerplate issues while maintaining a win-win scenario
• Demonstrates an understanding of Drawings/Specs for all Trades and Disciplines
• Involvement in community and building relationships with Trade Contractors including: social functions, industry meetings, seminars, etc.
• Develop positive relationships with contractors and vendors
• Develop positive relationships with jobsite personnel and other departmentsEstimating
• Able to read drawings & specifications
• Effectively utilizes On Screen take-off software and performs quantity takeoffs with minimal oversight
• Obtains costs for specialty items – find and contact source
• Organizes back-up for supervisor analysis and review
• Asks proactive and insightful questions about scope of work not directly shown / detailed
• Performs analysis and general scope reviews of subcontractor budget pricingScheduling
• Updates project schedules with input from project management
• Demonstrates working knowledge of CPM scheduling techniques.Quality
• Perform ProChecks and provide written reports and follow-up
• Set up and schedule client surveys and ProChecks for individual projects

EXPERIENCE/EDUCATION

• Bachelor’s degree
• 2-5 years of purchasing and/or construction experience
• Or equivalent combination of education and experience

KNOWLEDGE, SKILLS & ABILITIES

• Strong computer skills with proficiency in Word, Excel, Outlook
• Ability to establish and maintain effective working relationships with vendors and outside representatives
• Ability to prepare and interpret specifications, analyze bids, and prepare and maintain procurement records and reports
