DISTINGUISHING FEATURES OF THE CLASS:

The Transportation Planner is responsible for planning, developing, and coordinating transportation planning activities and maintaining a comprehensive transportation plan to serve the Gila River Indian Community.

ESSENTIAL FUNCTIONS:

  • Advise tribal officials on transportation planning matters; work with tribal corporations, landowner associations, district communities to coordinate planning efforts; work with representatives of the federal, state, county, BIA, and adjacent cities and towns regarding transportation planning.
  • Develop and maintain an inventory of the community roads system.
  • Establish goals for dealing with the identified transportation problems and needs; develop an action plan for accomplishing the established goals in accordance with the tribe's priorities.
  • Conduct special studies for multi-modal transportation use such as transit, air, and rail.
  • Network and attend meetings with transportation entities such as Arizona Department of Transportation (ADOT), Maricopa County Department of Transportation (MCDOT), Pinal County, Bureau of Indian Affairs (BIA), Maricopa Association of Governments (MAG), Central Arizona Association of Governments (CAAG), and Intertribal Transportation Association (ITA).
  • Provides written reports to the Roads Committee, Natural Resources Standing Committee, and Community Council; solicit ideas, opinions, and recommendations on transportation planning activities.
  • Assist in updating the tribal transportation plan and any other studies as needed.
  • Assist in developing, maintaining, and updating a tribal priority listing of projects for each district based upon their roadway needs.
  • Assist in developing and maintaining a tribal "Transportation Improvement Program" (TIP). The TIP shall include a prioritized list of improvements for tribal, BIA, state, county, and/or federal roadways within the

Community.

  • Prepare requests for proposals, grant applications, and P.L. 93-638 applications to fund transportation planning activities or studies.
  • Perform other related duties as assigned.

REQUIRED KNOWLEDGE, SKILL AND ABILITY:

  • Working knowledge of tribal government structure, federal laws relating to the administration of Federal Lands Highways Office Indian Reservation Roads (IRR) program, TEA 21 legislation, ISTEA legislation, Public Law 93-638, and any other applicable federal, state, or tribal regulations.
  • Considerable knowledge of the principles, practices and techniques of transportation research and planning.
  • Knowledge of basic statistical methods and computer applications.
  • Excellent oral and written communication skills.
  • Ability to present ideas and plans in a public presentation forum.
  • Ability to communicate effectively verbally and in writing.
  • Ability to work independently.
  • Ability to understand and follow verbal and written instructions.
  • Ability to maintain accurate records and prepare reports.
  • Ability to compile statistical information and prepare technical reports.
  • Ability to establish and maintain effective working relationships with other employees, Community Officials and the general public.
  • Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

REQUIRED EDUCATION AND EXPERIENCE:

Bachelor's degree from an accredited college or university in Planning, Transportation Planning, Public Administration or a closely related field; and a minimum of three (3) years of progressive experience in transportation planning, project coordination or related transportation development activity.

ADDITIONAL REQUIREMENT:

Required to obtain a Tribal Operator’s permit. Valid state driver’s license with a current proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application
