General Dynamics Ordnance & Tactical Systems is Hiring a Senior Program Manager Near Healdsburg, CA

Overview

The Senior Program Manager leads development programs in support of the Department of Defense programs. Duties include overseeing the various stages of product development and collaborating with various engineering and manufacturing development teams. Understanding of program planning from kick-off, major milestone reviews, through production readiness review is crucial. Other duties involve managing the program using earned value management system (EVMS) tools and processes, risk management, planning and managing per E1A-748 and hosting DCMA/DCAA audits.

Major Position Responsibilities

  • Program baseline development, budget change request reviews, monthly financial reporting, and reviews with external customers.
  • Develop plans for integration projects; lead cross-functional teams, manage and report progress.
  • Identify risks and develop mitigation plans supporting program financial management reserve.
  • Build metrics and data reports to provide program insights to performance.
  • Facilitate change boards to assess programmatic impact of change requests.
  • Coordinate with procurement, internal and external manufacturing, to ensure that hardware priorities are well understood and are actively managed to support the need dates.
  • Identify schedule-critical hardware, equipment, people, and facilities; resolve constraints.
  • Develop recovery strategies when non-conformances or other escapes are identified.
  • Lead internal and external IPT meetings with program team and customer community. Define a robust execution plan, including risk management, to deliver results that meet the customer’s needs and drive execution according to your plan.
  • Maintain fluency on the program contractual requirements, to include technical requirements, deliverables, milestones.
  • Build and manage customer relationships, communication, and advocacy.
  • Ensure program(s) meet the requirements of the contract – on time and on budget.
  • Monitor and reporting to senior leadership program progress as well as the progress of each functional element of your assigned product.
  • Resolve issues regarding cost and schedule.
  • Establish and communicate overall program objectives, mission, vision, and strategy.
  • Support or leading proposals from initial kick-off through customer submittal.

Basic Qualifications

  • Bachelor's degree in Engineering or other technical fields.
  • 8 -10 years related experience with a minimum of eight years in program management; or equivalent combination of education and experience, with a demonstrated reputation for delivering unique, high-complexity systems.
  • Proven ability to deliver on-time, on-budget.
  • Demonstrated experience with rapid development projects.
  • Demonstrated teamwork and written/oral communications skill. Demonstrated ‘executive communication’ skills.
  • Experience with project planning software (Primavera P6, Microsoft Project, etc.).
  • Program Management Professional (PMP) certification and Earned Value Management System (EVMS) experience.
  • Experience with critical path scheduling, IMP/IMS, risk management, requirements management and Cost Account Management such as EVM.
  • Experience with DoD hardware development.
