The incumbent is a contract Data Analyst II for the Leadership and Management School (LMS), Crisis Management Training (CMT) Division. The Data Analyst II position will work with CMT staff to develop training content on “lessons learned” from crises from the perspective of overseas diplomatic missions and Washington policymakers. Under the guidance of CMT leadership, the incumbent conducts analysis to identify trends, correlation, and other relationships across a wide range of qualitative and quantitative sources. (S)he will develop standardized methodology to analyze factor lead up to, during, and after overseas crises to develop case studies and other micro-learning tools. As an expert foreign affairs practitioner, the incumbent ensures that his or her work meet the needs of Department of State personnel and the larger foreign affairs community by supporting the training efforts by the Foreign Service Institute.

Duties and Responsibilities

• Develop models and standardized methodologies to analyze data related to overseas crises.
• Interpret and analyze complex data, including sensitive analyses, predictive analyses, and trends analyses.
• Work across various stakeholders to connect data trends to business processes to obtain a deeper understanding of potential considerations and assumptions.
• Create supporting materials for analysis projects (assumptions, briefings, handouts, written documents, user guides, etc.).

Basic Qualifications:

• US Citizen
• Secret Clearance
• A Bachelor’s degree is required as a minimum, Master’s preferred.
• 5 years of relevant professional experience in data analysis or data architecture with specialized experience in business process improvement and implementation of data analysis processes and procedures is required.

Minimum Qualifications:

• Highly proficient in the MS Office Suite, particularly MS Excel.
• Familiarity with software or tools used for business analytics, data analysis, and visualization such as Tableau, PowerPivot, PowerBI, Access, or Vizio.
• Excellent data gathering and analytical skills.
• Experience with data visualization methods and approaches.
• Experience with general data analysis tasks – identifying, analyzing, and interpreting trends; acquiring data from primary or secondary data sources and maintaining databases; filtering and “cleaning” data by reviewing reports and performance indicators to locate and correct problems; developing and refining ad hoc reports; and identifying and prioritizing business and information needs.
• Excellent oral and written communication skills.
• Experience working with large data sets to distill information and present to all levels of organizational leadership.
• Experience developing and recommending policy changes and projecting the impact of proposed changes based on data interpretation.
• Ability to interpret and analyze complex data, including sensitivity analyses, predictive analyses, and trends analyses.
