Description

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

POSITION OVERVIEW

The Director of People Operations will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organizations mission and talent strategy. The Director of People Operations reports to the Chief People Officer and supervise the HR Generalist and Talent Acquisition Team.

The Director of Human Resources is directly responsible for the overall administration, coordination, and evaluation of the human resources function at FPHNYC and provides strategic leadership in all matters related to the assessment of and planning for the HR functions and systems. The Director of Human Resources is also responsible for the institution’s overall improvements to HR effectiveness, including organizing and monitoring efforts in process improvement, facilitating change and measuring progress.

The Director must be highly effective in working with individuals and teams including the ability to develop and foster positive working relationships both internal to the central office and with the HR and program staff at the Health Department, our primary partner. The Director must have the ability to focus on results while appreciating process and driving forward implementation.

RESPONSIBILITIES

Include but are not limited to the following:

  • Serve as the main contact for program managers and staff.
  • Partner with Program leadership and managers to ensure effective communication and interpret policies and procedures.
  • Manages and resolves complex employee relations issues. Conducts effective, thorough, and objective investigations.
  • Provides day-to-day performance management guidance to supervisors (e.g., coaching, counseling, career development, disciplinary actions).
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Serve as a business partner with hiring managers to develop effective sourcing and recruitment strategies that result in client satisfaction. Develop effective relationships within the organization and the hiring community to have influence and impact the recruiting process and hiring.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Supervise full life cycle recruitment (post, source, prescreen, schedule, background, references, offer, onboarding, etc.). Complete hiring process within defined metrics to minimize overall time-to-start. Develop appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
  • Partner with hiring manager in creating job descriptions to ensure compliance with FLSA laws and compensation is competitive in market.
  • Work closely with the HRIS Data Analyst to collect and coordinate aggregate data for talent pool and translate those data into insights through data analysis that drives deliberate action plans at the appropriate levels.
  • Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
  • Manage the orientation of new hire.
  • Manage the off-boarding process (exit interviews, stay interviews, etc.)
  • Create and maintain an environment of equal employment opportunity, diversity, and competitive advantage in support of the company's diversity and inclusion strategic plan.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior leadership teams.
  • Ensure overall compliance with existing HR policies and procedure; suggest necessary improvements to boost ethical and regulatory standards across the organization.
  • Engage in HR internal auditing, compliance investigations, or other activities related to human resources and employment/employees
  • Performs other duties as required.

Qualifications


  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
  • At least ten years of human resource management experience required.
  • A minimum of three years’ experience managing HR Team required.
  • PHR or SPHR certification, highly preferred.
  • Five years’ experience managing employee relations matters.
  • Ability to work under tight time constraints, handle sensitive data and multi-task so deadlines can be met.
  • Ability to build and maintain positive and collaborative relationships with all levels of staff.
  • Excellent communication skills, meticulous attention to detail and strong organizational skills.
  • Strong knowledge of employment laws and regulations.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

SALARY AND BENEFITS

  • Salary range is $115,000 to $135,000

ADDITIONAL INFORMATION

Hybrid schedule: Three days remote and two days in office.
