Position Summary: Florida Atlantic University is seeking a Director of Procurement- Boca Raton, FL Reporting to the Vice President for Financial Affairs and Chief Financial Officer, the Director of Procurement Services organizes, plans, and directs the daily activities and operations of the University’s purchasing and payables functions, including the University’s pcard program, and is responsible for the success of the department. The Director is responsible for developing and executing strategies to create and appropriate control environment throughout the University to maximize cost savings and efficiency. The Director is responsible for implementing, communicating, and enforcing procurement policies and procedures needed to support the education, research, and administrative activities of the University in compliance with Federal, State and University regulations. Oversees Purchasing, Accounts Payable, and Expense/Travel under one umbrella known as Procurement (Procure-to-pay). Manages and develops value-added business processes and strategic planning of the Procurement system. Ensures efficient workflow supporting a cohesive system-wide culture and oversight over the end-to-end processes. Leads the department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work along with interacting with both internal and external resources. Manages competitive solicitation process and provides leadership and guidance to staff and business units. Implements and develops procurement policies and procedures for efficient operations in conformity with applicable procurement authorities, as well as public records and open meeting requirements. Works closely with the General Counsel's Office on the legal review of procurement documents. Uploads and extracts data, organizes, analyzes and manipulates data from multiple sources and identifies problems and trends; makes recommendations on action to be taken; implements necessary solutions and/or applicable policies and procedures. Maintains current knowledge of state procurement laws in addition to University Regulations and Policies. Prepares and conducts negotiations; signs contracts; maintains all pertinent records. Provides advice and answers customer inquiries both internal and external. Leads cross functional teams through the procurement process. Leads and manages supplier diversity programs. Minimum Qualifications: Master's degree from an accredited institution in an appropriate area of specialization and six years of appropriate experience; or Bachelor’s degree from an accredited institution in an appropriate area of specialization and eight years of appropriate experience; or Associate's degree from an accredited institution in an appropriate area of specialization and ten years of appropriate experience required. Proficiency in Microsoft Office programs such as Word, Outlook, PowerPoint and Excel required. Ability to work independently and collaboratively, plan and organize work efficiently and accurately, communicate effectively and in a professional manner with all levels and maintain a high level of confidentiality required. The ability to work under considerable pressure, to adjust and manage multiple relationships and priorities along with a high level of professionalism and dependability required. Exceptional verbal and written communication skills are essential for success in this position. Exceptional customer service, organizational and management skills required. Experience in a higher education institution preferred. Experience with or knowledge of Workday preferred. Salary: $115,000 - $130,000 per year College or Department: Financial Affairs Location: Boca Raton Work Days and Hours: Mon-Fri, 8am-5 pm with additional time as needed during peak times of the fiscal year.
