Develop and/or implement programs, policies, systems, and services to support Bank and Human Resources business needs and objectives. Ensure compliance with applicable policies and regulations. Serve on or chair District and system-level workgroups/committees that influence the direction and administration of policies and functions. You will report to the AVP, Human Resources. The Bank requires all employees to be vaccinated fully against COVID-19 as a condition of employment. Key Responsibilities: Direct the talent acquisition function in Human Resources. Consult with and advises senior management on strategic direction and resource needs for Human Resources functions. Develop and/or implement programs, policies, systems, and services to support Bank and Human Resources business needs and objectives and ensure the most effective use of resources. Direct projects related to human resources functions. Provide ongoing analytical and administrative support to District management and staff. Ensure that Human Resources activities comply with Bank policies and HR laws. Select, develop and manage human resources staff to maximize operational effectiveness. Assign work, appraise performance, and coach and counsel staff. Recommend salary actions and other personnel actions, including disciplinary actions and termination. Serve on or chair District and System-level workgroup/committees to influence the direction and administration of human resources policies and initiatives. Provide advice and support to senior Bank management on System issues or initiatives that could shape human resources strategic direction, programs, or policies. Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates. Recruiting in multiple discipline areas and levels, including hiring for non-exempt, exempt and leadership positions. Supervise a team of 12 to include Talent Advisors, Sr. Recruitment Coordinators and Contingent Worker space. Collect and coordinate aggregate data for talent pool and translate data into insights through data analysis that drives deliberate action plans at the appropriate levels. Oversee all sourcing and Talent strategies. Create a culture of excellence and establish clear talent acquisition targets and continuous process improvement, elevating the performance of the TA team.
