Federal Home Loan Bank of Indianapolis is Hiring a Credit Risk Analysis Manager Near Indianapolis, IN

Purpose: The Credit Risk Analysis Manager will play a key role in managing the implementation of the Enterprise Risk Management’s credit risk program, and will serve a key role in providing seasoned credit risk expertise. The Manager will report to the Director of Credit Risk Analysis and is responsible for measuring, monitoring and evaluating credit risk of the Bank’s advances portfolio relating to members (depositories, credit unions, insurance companies), mortgage / MBS portfolio, and unsecured investment portfolio. The Manager will help manage ERM credit staff, maintain related policies and procedures, and collaborate across the Bank to effectively report and manage enterprise-wide credit risk. The following statements are intended to describe the general nature and level of work being performed by persons assigned to the job. Specific Responsibilities: Provide key analysis, insight, and experience related to all aspects of credit risk impacting the Bank from an enterprise perspective. Prepare credit risk reporting for senior management, committees, and the board of directors. Provide data and prepare reports relating to credit for SEC filings, Office of Finance, FHFA reports, and other data requests Lead the evaluation of credit risk in the Bank’s advances portfolio by evaluating the credit risk of members (insurance, credit union, and depository) using underwriting and market-based metrics, analyzing trends in the overall composition of the advances portfolio and pledged collateral, periodically conducting stress tests on the valuation of collateral, and preparing related management and board reports. Understand collateral valuation and overcollateralization trends and benchmarking of collateral haircuts. Maintain knowledge of insurance and banking industry. Lead the evaluation of credit risk in unsecured credit counterparties, broker-dealers, and derivative dealers for creditworthiness using NRSROs, news reports, third party vendors, SEC filings, etc. Ensure regulatory and policy compliance for regular monitoring and reporting. Monitor counterparty ratings to ensure accurate data for unsecured counterparties in Bank systems. Manage the evaluation of the credit risk in mortgage and MBS portfolios, including monitoring of portfolio delinquency trends, portfolio severity and loss trends and forecasts, housing price trends, and economic trends. Review various credit risk reports and data for reasonability and for possible operational issues, providing support and analysis. Support the CRO through discussion and analysis in evaluating and assessing risks (current and emerging) faced by the Bank. Monitor NRSROs, third party vendor information sources, and news relating to the Bank’s credit functions. Coordinate the Bank’s Asset Classification report on a quarterly basis. Respond to examiners’ and auditors’ requests for information relating to credit risk. Maintain updated SOX procedures. Actively participate in the FHLB System calls/meetings. Maintain knowledge of economic, credit, insurance industry and housing markets. Provide ideas and input to the Director of Credit Risk and Chief Risk Officer to improve risk analysis and risk process in credit, market and operations risk areas. Help manage staff and train new staff. Backup support to other staff as needed. Ensure team compliance with regulatory and policy governance and requirements. Core Competencies: General Management People Decision Making/Judgment Managing Performance Communication People Development Team Leadership Position Requirements: Degree in finance, economics, accounting, mathematics, statistics, or related analytical discipline. Master’s degree, MBA, CFA, FRM, CPA, or equivalent preferred. Minimum of five years’ experience in risk management analysis with in-depth understanding of counterparty credit and investments. Preferred experience in insurance company analysis. Thorough knowledge of risk management concepts, measurement approaches and risk management best practices. Experience with applicable data sources such as S&P Global Market Intelligence, Bloomberg, NRSROs, FRED, etc. An in-depth knowledge of relevant statutes, policies and regulations applicable to Bank’s risk management. High degree of initiative and ability to manage staff. Excellent oral and written communication skills and the ability to interact effectively with senior management. Very detail-oriented. Ability to assume complex assignments with minimal direction. High level of proficiency with Microsoft Excel. Experience utilizing analytics and analytical tools such as Python preferred. Must not have been convicted on any civil or criminal charge that would suggest a risk to Bank security. Ability to work full time. Ability to uphold and model the bank’s guiding principles.
