POSITION SUMMARY:

Manages and processes agency payroll and all related functions, including benefit administration, Family Medical Leave (FMLA) and all compliance and administrative functions regarding payroll and benefits. 

ESSENTIAL FUNCTIONS:

Payroll:

  • Manages agency payroll ensuring accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Ensures compliance with federal, state, and local payroll, wage, and labor laws. 
  • Identifies and recommends updates to payroll and accounting software, systems, and procedures to ensure efficient and accurate processing. 
  • Interfaces with the Finance team to ensure data is available for accurate finance processing. 
  • Provides support for year-end reporting, payroll audits, tax filings, and other year-end activities (W2 and 1095-C Forms).
  • Manages PTO policy and ensures accurate balances and implementation of policies. 

Benefits:

  • Responsible for the administration (enrollments and disenrollments) of all benefit and retirement programs, including medical, dental, vision, life insurance, long-term disability, coordination of state and voluntary disability plans, 403 (b) plan. 
  • Responsible for communication rollout of benefit plans and ongoing communication. 
  • Oversees administration of leave programs, including short-term disability, FMLA, and long-term disability.
  • Provides coordination of FMLA paperwork, tracking and communication with supervisors on return-to-work dates. Establishes premium repayment plan for employees on an unpaid status.
  • Develops and maintains relationships with broker, benefit vendors and resolves administrative problems with providers.
  • Audits all vendor invoices for accuracy and approve for payment.
  • Assists the organization in following all requirements of the Affordable Care Act (ACA).
  • Coordinates the Cobra process for terminated employees. 
  • Manages projects related to benefit and wellness programs and special projects as assigned.
  • Assists in other areas in the Human Resources Department as needed. 

QUALIFICATIONS:

  • Bachelor’s degree in business/finance or a related field, or a combination of education and experience.
  • Minimum of three years hands on payroll experience. Prior experience with ADP Workforce preferred but not required.
  • Minimum of one year of benefits experience. 
  • Experience with HRIS and benefits databases.
  • Excellent verbal and written communication skills.
  • Excellent analytical, problem-solving, organizational skills with strong attention to detail. 
  • Proficient with Microsoft Office Suite. Strong Excel skills. 

PHYSICAL CONDITIONS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
