Salary range of $125,000 - $140,000 is based on experience and technical interview.
Job Description: Personnel shall be responsible for providing senior level acquisition support and assistance as required by this SOW and performs as a Project Manager (i.e., perform day to day management of the work required by the SOW and responsible for ensuring all work performed is in compliance with the requirements of the SOW). It is required that personnel employed as Senior Business and Financial Operations Specialist Group 4 possess education and experience which satisfy the following minimum criteria. The SBFO Specialist shall provide complex project management in acquisitions for FPS, including developing and executing budget requests, scheduling, prioritizing, and monitoring of contractor performance in these areas for assigned projects. The SBFO Specialist shall conduct reviews and approve project plans and ensure proper execution; validate project budget requirements and budget documentation; oversee monitoring of the overall status of assigned projects ensuring the acquisition support activities are completed as outlined in the SOW; ensure corrective actions are taken when variances are detected; review project costs to ensure proper use of funds; and, manage planning, research and development aspects of assigned projects. The SBFO Specialist shall provide senior level support and assistance in coordination and oversight of acquisition projects. The SBFO Specialist shall possess all demonstrated knowledge requirements listed below.
Minimum Educational and Experience Requirements: The SBFO Specialist shall have a MA/MS degree in either law, business, finance, contracts, purchasing, economics, communication, project/program management, quantitative methods, or organizational management. The SBFO Specialist shall have over ten (10) years of relevant experience in conducting comprehensive acquisition and acquisition support activities as required by the SOW, which includes at least seven (7) years in an acquisition supervisory/leadership role. In the event the candidate does not have a MA/MS degree, in accordance with the underlying OASIS Small Business Contract, an MA/MS degree in accounting, law, business, finance, contracts, purchasing, economics, communication, project/program management, industrial management, marketing, quantitative methods, organizational management, may be substituted for a Bachelor's degree plus eighteen (18) years' work experience in conducting comprehensive acquisition and acquisition support activities as required by the SOW, with at least five of the eighteen (18) years' experience in a supervisory/leadership role.
Additional Required Certification: Professional certification as a Project Management Professional (PMP), or Program Management Professional (PgMP).
Additional Required Knowledge and Skills: In addition to the experience and educational requirements described above, the SBFO shall possess the following knowledge and skills:
