Program Manager Homeland Security with Top Secret Security Clearance
Seeking a dedicated Program Manager to perform day to day task management for a staff of nearly 30 personnel and is responsible for ensuring all work performed and deliverables meet the requirements. This effort is in support of the Department of Homeland Security (DHS).
Security Clearance: Top Secret (TS) Clearance
Location: Performance location is partial remote and partial on-site at St. Elizabeth's Campus in Washington, D.C.
- Mostly remote, would have to pop in to the customer site once a month or so. If the customer goes full time back to the office the PM might have to pop by the office once or twice per week.
- Half time would be managing our DHS CWMD Admin contract. The other half of their time would be spent working Business Development.
Salary range of $130,000 - $150,000 is based on experience and technical interview.
Qualifications:
- BA/BS or master's in business, Management, Social or Political Science.
- BA/BS 15 years of relevant experience or Master's 10 years of relevant experience.
- Management and communication skills at all levels of government.
- Ability to communicate effectively, both orally and in writing.
- Active Top Secret Security Clearance
Preferred Experience:
- Experience supporting homeland security missions.
- Experience supporting federal budget, program planning an execution, and federal financial management experience.
- Experience conducting pre-employment interviews and assisting with selection.
- Experience managing an administrative support contract.
- Experience reviewing and preparing clearance requests of internal and external OIC Front Office communications including briefs, meeting agendas and read-ahead, white papers, program fact sheets and quad charts, senior leadership correspondence, year in review and more.
- Demonstrated program or project management experience that supports the ability to work collaboratively in a team environment.
- Demonstrated outreach analysis and engagement support in the homeland security mission space.
- Demonstrated ability to work independently with minimal supervision.
- Excellent written and verbal communication skills and strong knowledge of and experience in using Microsoft Office Suite.
Duties:
- Perform contract management duties including, but not limited to, meetings with the COR as deemed necessary regarding all aspects of the task order, establishing, and maintaining staffing requirements, reviewing budget estimates, contractor invoicing and activity reports, sub- contractor invoicing and monthly activity reports, management of task order level activities, development, and revisions to spend plan, coordination on new requirements, scopes of work, and response to staffing needs.
- Provide the planning, coordination, technical direction, and surveillance of the activities necessary to assure disciplined work performance and timely resources application to accomplish all tasks under this task order.
- Establish, implement, and maintain technical management and oversight and assure the technical excellence, cost effectiveness, and timeliness of all required work and deliverable products.
- Implement and maintain management control systems required to plan, organize, direct, and control task order activities. This includes track and monitor the status of all tasks assigned, from planning to completion, track deliverables, and record projected, and actual resources expended on each task.
- Originate new or refine communication guidance in accordance with prevailing DHS polices, templates, and guidance.
- Understand and perform technical edits of documents, including style and grammar.
- Coordinate and facilitate timely communication and outreach efforts. Perform outreach support, coordinating and responding to full response package inquiries, aiding in continued communications with internal and external stakeholders.
