POSITION PURPOSE
Responsible for supervising and the coordination of activities for the maintenance, repairing, and updating facility equipment such as Power Distribution and associated equipment, Fire Life Safety Systems, HVAC, water and associated equipment, fire, and stormwater pumps, building and structures, tunnel and roadway lights, tunnel flood protection systems, and tunnel ventilation.
Must have the ability to troubleshoot electrical problems, restore power when failures occur, maintain parts inventory, completes work order records, and files all related paperwork. Assists area staff as required, responds to special requests, and keeps management well informed of area activities and of any significant problems.
EXPERIENCE REQUIRED : A minimum of six (6) years of electrical repair and maintenance experience which includes one year of supervisor experience

ESSENTIAL FUNCTIONS AND BASIC DUTIES
1. Assumes responsibility for effectively completing facility maintenance functions.
a. Ensures facility maintenance functions and duties are accurately and promptly completed. Ensures smooth workflow by establishing effective schedules and balanced distribution of work..
b. Plans and develops work schedules, equipment usage schedules, priority of repair expenditures, and
procedures for equipment and assets related to, building, roadway lighting, and tunnel maintenance.
c. Plans wiring and installation of equipment and fixtures such as motors, generators, pumps, switches, circuit breakers,and fuse boxes.
d. Inspects and documents facility in order to determine maintenance needs by visual observation, gages, meters, and other test equipment.
e. Studies blueprints and schematics in order to plan the material and labor needed to accomplish tasks.
f. Inspects, evaluates, and ensures facility equipment operates efficiently and safely; determines whether equipment and new installations meet requirements of applicable building codes.
g. Interpret, understand, and use the applicable building codes, OSHA requirements, and NFPA standards.
h. Develops and maintains, SOP's, LOTO Procedures, policies and procedures, and MSDS catalog.
i. Requisitions and/or purchases supplies, materials, and tools.
j. Maintains time, payroll, work orders (Asset Management System), material, equipment,
and other facility shop records, and submits reports.
k. Confers with other supervisors to coordinate activities of individual departments.
l. Analyzes and resolves work problems, or assists workers in solving work problems.
m. Helps plan and prepare maintenance projects, budgets, life cycle planning, asset and inventory.
n. Supports sections and departments such as Roadway Maintenance, Capital Expenditures, ITS, Operations and other Departments as needed.
o. Perform on call as needed.
2. Effectively supervises facility personnel, ensuring optimal performance.
a. Provides leadership to personnel through effective objective goal setting, delegation, and communication.
b. Trains and directs staff. Ensures personnel are well-informed of new work methods, safety regulations, policy and procedures. Provides support as needed
c. Conducts performance reviews as required. Gives useful, motivating feedback and discusses areas need improvement.
d. Formulates and implements corrective actions as needed.
e. Ensures appropriate use of Company resource.
3. Assumes responsibility for ensuring professional business relations with vendors, contractors, and trade professionals.
a. Works to develop and maintain productive business relations with vendors, suppliers, contractors, etc.
b. Acts as a liaison between the Company and external contacts.
c. Ensures effective coordination of external services with Company operations.
d. Obtains and conveys information as appropriate.
e. Promotes goodwill and a positive image of the Company.
4. Assumes responsibility for establishing and maintaining effective working relationships with area staff, other departments, and with management.
a. Assists personnel in other departments to increase understanding of electrical and maintenance operations.
b. Coordinates with other departments to complete shared maintenance projects and assignments.
c. Keeps management well informed of area activities and of any significant problems.
d. Ensures reports are completed accurately and timely.
e. Attends meetings as required
5. Assumes responsibility for related duties as required or assigned.
a. Ensures work area is clean, secure, and well maintained.
b. Performs miscellaneous projects as assigned.
c. Updates technical skills as required.
d. Performs all other duties as assigned.
PERFORMANCE MEASUREMENTS
•Assignments are completed in accordance with established policies, procedures, and safety regulations. New installations
are completed efficiently and effectively.
•Facility section assets and equipment is well maintained and in good operating condition. Unscheduled downtime is minimized.
•Electrical problems and power failures are promptly addressed and resolved.
•Facility personnel are well-trained, efficient, effective, and appropriately supervised. Maintenance activities and
workflows are effectively coordinated and scheduled. Personnel are assisted and supported as needed.
•Maintenance records, work orders, and inventory logs are accurate and up to date.
•Effective communication and coordination exist with Company personnel and with management. Information is obtained and conveyed as needed. Management is informed of area activities and of any significant concerns.
QUALIFICATIONS
EDUCATION/CERTIFICATION : High school graduate with four-year or 2-year federally approved technical training
program in electrical repair and maintenance; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. A journeyman electrician license or take and pass the Virginia State Journeymen test within 90 days of employment.
REQUIRED KNOWLEDGE : Knowledge of wiring, circuitry, installation, and maintenance.
Knowledge of test equipment and electrical blueprints and schematics. Thorough understanding of high voltage safety procedures.
Knowledge of tools, equipment, and materials common to the electrical/facility trades.
Knowledge of applicable electrical codes, standards, and regulations.
Knowledge of supervisory principles, practices, and techniques.
Knowledge of electrical applications for high and low voltage electrical systems
Skill in the installation, repair, and maintenance of all types of facility equipment
and components.
Skill in estimating time and material requirements of assigned work projects.
Ability to calculate time and materials, voltage drops, interpret meter displays, etc.
Ability to interpret test results, inspection reports, policy and procedures, blueprints and other documents as needed.
Proficient in spreadsheets, word documents, emails, and other related computer skills.
SKILLS/ABILITIES: Ability to train and supervise others.
Well-organized and detail oriented.
Able to meet deadlines and manage projects.
Able to coordinate well with other departments and personnel.
