Overview
We are seeking a Senior Programmer Analyst for our Client in Virginia Beach for this Contract-Hire Opportunity. This person is responsible for establishing and maintaining the data integrity of our client's Information Technology resources throughout the entire organization by providing software application support, project management, and guidance at all levels. This person will be investigating the feasibility and cost of alternate program design approaches to determine the best-balanced solution. (e.g., one that will best satisfy immediate user needs, facilitate the subsequent modification, and effectively make use of available resources.) In addition, they will provide leadership, technical expertise, and support section staff while adhering to the company's Mission, Vision, and Values.
Responsibilities
- Working with problems or concepts and developing programs for the solution of major business and or scientific computational problems requiring the analysis and development of logical or mathematical descriptions of functions
- Develops plans for future IT needs (software and hardware) in support of several major systems replacements
- Formulates and maintains documentation related to systems and business application software
- Maintains IT security and data integrity
- Tests, documents, and writes operating instructions for all work personally performed
- Participates in organizational initiatives with various teams coordinating and providing IT-related advice and assistance
- Provides and implements recommendations to the Chief of Enterprise Data Services and other Senior Programmer Analysts concerning IT enterprise resource planning, data integration, and resource management
- Researches, analyzes, and evaluates new and existing software applications and database tools focusing on the centralization, integration, and accessibility of business data
- Analyzes, develops implements and maintains various software applications and tools which integrate new systems with legacy system data and eliminate redundancy
- Monitors and maintains effective IT asset management insuring software licensing compliance
- Designs and implements the interrelation of files and records within programs that will effectively fit into the overall design of a given project or task '
- Provides hardware support, systems documentation, and training
- Communicates regularly with staff and Chief of Enterprise Data Services informally, in writing, one-on-one, and in meetings
- Implements improvements to processes, work methods, and procedures
- Develops staff skills for current position and future career opportunities

Qualifications
Job-Specific Technical Competencies:
- Knowledge and skill with Esri ArcGIS Enterprise 10.8 or later
- Knowledge and skill in one or more of the following: Esri ArcGIS Desktop, Esri ArcGIS Pro, Pythion 3.x programming, web map services
- Knowledge of Software Development tools such as AGOL user and content management, ArcGIS Online Assistant, ArcGIS Web AppBuilder, Autodesk BIM datasets, NetBeans, JDeveloper, Eclipse, Database, and Database tools (e.g., Oracle, MSSQL, MySQL, PostgreSQL, Toad, SQL Developer), Operating Systems (Oracle Linux, Windows Server), Computer Hardware, Networks
- Extensive background in analysis and management of geographic information systems, web service programming, and enterprise application integration
- Advanced geospatial analysis skills using Esri desktop, spatial data engine, and server platform
- Knowledge and skill in one or more of the following: RESTful Web APIs, JAVA, HTML/XML coding, PL/SQL or SQL.,
- Knowledge of Databases (Oracle), Operating Systems (UNIX, Linux, Windows), Computer Hardware, Networks
- Ability to work with Relational Database Management and connectivity using Open Database Connectivity (ODBC) and/or Java Database Connectivity (JDBC)
- Knowledge of computer programming principles, computer programming languages, computer operating systems and systems, and software documentation, database/schema designs
- Skill in the logical design of software solutions
- Skill in programming and testing techniques, query techniques for the reports, and database management
- Ability to manage/maintain ORACLE and/or SQL tables in a production environment

- Ability to develop, implement and support software interfaces for data exchange between and amongst multiple systems

Qualifications:
Education
Required
Bachelor’s degree in Computer Science, Management Information Systems Geospatial Information Systems or related discipline or a combination of education, experience, and/or certification(s) that provide the necessary technical competencies to perform in this position
Required
a) Minimum of 5 years of GIS development and integration in a small to mid-size multi-site organization with small and mid-tier production platforms operating.
b) Must possess a detailed understanding of systems software and database configuration and support best-practice policies and procedures
Desired
a) Proven ability in the development, implementation, and maintenance of GIS-based IT projects
b) Outstanding communication Skills as well as demonstrable ability in formulating spatial / location-based mapping and web services solutions that meet business needs, exceptional interpersonal and organizational skills
