Edgewater Federal Solutions is Hiring a Program Manager Near Carlsbad, NM

Overview

Edgewater is hiring a Program Manager accountable for all program activities include enterprise architecture, business analysis, network operations, systems operations, application development and support, help desk and desktop support, IT quality assurance, capital planning and investment support, cyber-security, and data center management. This position will oversee the Department of Energy WIPP Contract located in Carlsbad, New Mexico.

Responsibilities

  • Serve as the primary point of contact for program-related issues and activities.
  • Allocate and track contract resources across all core services/projects/task orders of the program.
  • Manage personnel assigned to the program (human resource management)
  • Ensure the preparation and submission of all deliverables as specified in the contract.
  • Coordinate and monitor scheduling, pricing, and technical performance of all services and projects within the program.
  • Manage contractual changes, obtain resources, and report on the performance and financial condition of the program.
  • Ensure adherence to master plans and schedules, develops solutions to program problems, and direct work of staff assigned to the program.
  • Ensure projects are completed on time and within budget.
  • In collaboration with the customer CIO, develop service performance metrics and key performance indicators based on industry standards and best practices.
  • Lead the IT services contract team in support of the customer operations and mission objectives. Candidate will be required to support the customer OCIO by providing leadership and coordination for IT management through effective IT governance, provisioning of IT policy, and the implementation of IT oversight processes related to enterprise architecture and IT investment management.
  • Candidate will build, expand, and support a continuous improvement framework through appropriate industry best practice methodologies and support the development of an IT governance framework to include the development of an overarching IT governance model, requirements assessment, and business and process improvement support to achieve the vision of a value driven integrated IT delivery system.
  • Coordinate with the OCIO, will routinely update the customer IT Strategic Plan.

Qualifications

  • Security Clearance: Possess Active DoD TS and/or DOE "Q" clearance (preferred) or the ability to obtain and maintain a DOE Q clearance
  • US Citizen
  • Undergraduate degree in computer science, engineering, or other related technical discipline - Master's Degree preferred.
  • 10 years' experience managing complex IT programs
  • 12 years' experience implementing industry best practice methodologies
  • PMP certification (current)
  • Demonstrated experience in driving changes, process improvement, and having a significant improvement of quality and service levels for users, applications, communication, and processes.
  • Superior oral and written communication skills, as well as the ability to manage expectations of clients, team members, management, and other stake holders.
  • Possess initiative and self-direction.
  • Experience in business management, human resources
  • Detail oriented and comfortable in a fast-paced, multi-project environment.
  • Strong organizational skills with experience in supporting multiple simultaneous activities and tasks
  • Proficient in MS Office (Excel, PowerPoint, Word, Outlook, Visio)
  • Ability to create and present business presentations.

  • Experience supporting Department of Energy IT programs
  • Knowledge of/experience with Capital Planning and Investment Control (CPIC)
  • Innovative by nature with proven track record
  • Proven track record in people and project management.
  • Strong leadership skills
  • Ability to build a strong team culture
  • Experience with business analysis, systems analysis, and process analysis
  • Strong analytical and problem evaluation skills
  • Experience and in-depth knowledge of NIST and DOE Cyber-security guidance
  • Experience leading a team responsible for Requirements Management
  • Experience and expertise in project selection, design, planning, and management
  • Experience developing and implementing process improvement strategies
  • Experience developing and implementing performance monitoring plans and performance metrics for process improvement projects
  • Experience and in-depth understanding of the requirements for achieving CMMI-DEV and CMMI-SVC level 3 maturity.
  • Independent, self-directed, and able to work effectively in a fast-paced, collaborative, team environment.
  • Personnel training/career development experience.
  • Experience with use of SharePoint as a project / program repository and enterprise social collaboration environment.
  • Experience with cloud and virtual technologies
  • Experience with data center or hosting environment
