Overview

We are seeking for Chief Compliance Officer to join the Digital Wealth Management group. This position is responsible for managing the Compliance Program and ensuring that compliance risk is appropriately identified, measured, managed, and mitigated throughout our Digital Wealth Management channels.

Responsibilities

  • Ensure that an effective compliance risk management program is established that is appropriate for the size and complexity of the Bank’s business practices and objectives
  • Foster a positive compliance culture, protecting the brand and integrity of the firm
  • Manage regulatory examinations and respond to regulatory inquiries
  • Maintain current knowledge regarding regulatory issues, rules proposals, guidance etc.
  • Advise the Firm regarding compliant business practices
  • Conduct Firm reviews and mock examinations
  • Deliver annual compliance meetings
  • Conduct Office of Supervisory Jurisdiction (OSJ) and branch office inspections
  • Develop and manage professional relationships with regulatory personnel
  • Provide monthly and ad-hoc reporting including monthly metric / status reports and escalate any breaches to internal and/or external parties
  • Provide strategic oversight of the Compliance Program and create an annual compliance plan
  • Promote early detection of compliance risk issues
  • Identify significant compliance risks
  • Encourage the Business Lines to implement, when feasible, strong preventive compliance controls in collaboration with 1st line and 2nd line of risk colleagues
  • Promote efficient compliance risk mitigation processes
  • Assess the Bank’s compliance risk exposure and provide ongoing reporting on the level and direction of that risk
  • Elevate significant compliance issues and trends to the Business Line Senior and Executive Management, the Board of Directors, or other committees operating on behalf of the EWB Bank Board
  • Track regulatory issues and risks; Monitor and address issues identified by internal (i.e., Audit, Compliance, ERM) and external regulatory/independent bodies
  • Modify the Program as needed to realign compliance risk management strategies with the changing scope and complexity of the Bank’s business model and practices and with relevant emerging issues or trends, regulatory guidance, or new legislation
  • Administer and maintains the Program, including but not limited to, writing, developing, and implementing appropriate polices, standards, and procedures
  • Perform other duties as required and assigned

Qualifications

  • Bachelor’s degree required, Master or above preferred
  • Knowledge of securities laws and regulations, with immediate familiarity with FINRA rules and BD compliance
  • Understanding of licensing, registration, new account approval, trade review, written and electronic communications surveillance, marketing compliance review, sales practices, and general compliance supervision
  • Series 7, 24, and 63 registrations required
  • Strong understanding of private funds and institutional brokerage business. Knowledge of SEC Rules a plus
  • 15 years of hands-on compliance experience in bank of equivalent size and complexity required to perform duties effectively
  • 5 years relevant experience in BD regulatory compliance and the development of policies and procedures
  • Background and working knowledge of Interagency Statement on Retail Sales of Non-Deposit Investment Products / Policy / Programs. Can collaborate actively with leaders in securities services, sales, and operations
  • Excellent verbal and written communication skills with the ability to communicate effectively across various departments and levels of the organization
  • Ability to stay informed of changes in laws and regulations and implement changes in a timely manner
  • Must have proven ability to prioritize projects and weigh the risks and rewards of impact on the bank
  • Excellent leadership and time management skills required. Ability to focus on and remain current on recent compliance issues by reading regulatory bulletins, industry papers, and other related materials
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint)
  • Able to perform essential duties as a strategic business partner to peers and senior management. Must possess ability to influence others and provide guidance and consultation as a subject matter expert
  • Language skills in Mandarin and/or Cantonese are a plus
