General Description

This position assist with the administrative coordination, compilation, analysis, and reporting of the financial-related projects within Durham County Government. This position also supports organizational studies, evaluates the effectiveness or efficiency with which departments operate to improve their structure and workflows.

Duties and Responsibilities

  • Participate in various projects, depending on assignment, including program evaluations, operational assessments, and policy research.
  • Measures and evaluates progress of strategic goals.
  • Work with Human Services Departments to perform management analyst and operational assessments.
  • Recommends methods for linking strategic objectives to performance targets.
  • Identifies opportunities for cost savings/cost avoidance and recommends strategies to County leadership
  • Manages projects that cross department lines and have significant financial impacts.
  • Work with Human Services areas interacts regularly with internal departments, senior management staff.
  • Assist with the American Rescue Plan (ARPA) reporting and administration.
  • Negotiates, develops, and monitors contracts designed to provide specific services to the organization, assuring delivery of services and compliance with all contract terms.
  • Create reports or presentations to make recommendations to senior leadership.
  • Performs related tasks as required.


Knowledge, Skills, and Abilities

  • Knowledge of current principles and practices of bookkeeping, accounting and statistics.
  • Ability to recommend modifications to procedures to minimize risk.
  • Ability to communicate effectively both in writing and orally.
  • Ability to establish effective, positive relationships with internal and external parties.
  • Ability to prepare and present complex technical reports.
  • Ability to research, analyze and evaluate proposed programs and expenditures.
  • Ability to work with large amounts of data.


Minimum Requirements

A Bachelor’s degree in Business, Public Administration, Social Work or closely related field and 3 years of experience.


Preferred

A Master's degree in Public Administration, Public Policy, Business Administration, Social Work or related field is preferred. Progressive experience working with human service organizations.
